Regular Business Meeting The meeting was called to order at 7:30pm by Chairman Mark Schwab followed by the Pledge of Allegiance. Duane Jenkins moved to accept the minutes of the January 2 organizational/ business meeting with a second from Mark Hickey. Roll call all yes. Due to corrections, the January 10 minutes were tabled. Mark Hickey moved to pay the bills with a second from Duane Jenkins. Roll call all yes. Fiscal Officer’s Report Fiscal Officer Denbow had the following announcements:
Fiscal Officer Denbow presented a cemetery deed to be signed. Fiscal Officer Denbow advised that the fire indemnity board needed a second trustee representative. Mark Hickey nominated Mark Schwab with a second from Duane Jenkins. Roll call all yes. Trustees’ Report Mark Schwab advised that Jean Reams term on zoning board and Carl Taddeo term on Zoning Board of Appeals were up. Duane Jenkins will contact them to see if they would like to serve another term. Mark Schwab inquired about having alternates for the zoning board and appeals board as in the past. The trustees decided to run an ad for possible candidates to fill one alternate position on each board. Mark Schwab moved to place the ad in the Times Gazette with a second from Mark hickey. Roll call all yes. Duane will take care of placing the ad. Mark Hickey stated that the paperwork on the paper roads abandonment needed to be filed with the county engineer and county recorder. He was advised that Janice Steele was handling the paperwork. Mark Schwab had copies of township road maps that could be used to indicate there location. Mark Hickey read a letter from Ashland County Economic Development concerning a breakfast on February 9 at 7:30am with a cost of $15.00. Mark Hickey inquired about the RSVP to the zoning workshop. The zoning board members, zoning inspector, and trustees all plan on attending. Mark Schwab will make the RSVP. Duane Jenkins read a letter from Don Nye Trucking stating they had gone out of business and would not be able to haul anymore stone for the township. The letter stated that the township was released from the contract with Don Nye Trucking. Duane Jenkins stated that since the OPERS rate had increased .5 %, he would like to increase the road supervisors pay. Duane moved to increase the road supervisor’s pay from $15.00 to $15.75. There was no second. Duane Jenkins stated that with the amount of roads needing repair, he would like to check into purchasing a roller. The trustees discussed whether to purchase or rent. Duane and Mark S will check into options and cost. Duane Jenkins inquired about property for the sewer and park project. He was advised that grant monies are available for development but not much is available to purchase vacant property. Another buyer is interested in the property and may be willing to work with the township about purchasing some of the property. This will be followed up on. Fiscal Officer Denbow asked if there was a full time road worker job description. She was advised that he would be following the road supervisor’s job description concerning holidays, comp time, and personal days. Mark Schwab stated he would be checking on the township shirts for the road workers. Fire and EMS Report Les stated that Gary Hollingsworth was interested in attending a 240 firefighter class beginning on March 5 at a cost of $425.00. Mark Schwab moved to approve the class with approval of the fire department. Mark Hickey seconded with roll call all yes. Les turned in inventory for the fire department. Les presented applications for 2 new members. The trustees reviewed the applications and Duane Jenkins moved to accept the new members. Mark Schwab seconded with roll call all yes. Les advised that one of the new applicants would like to attend Basic EMT training starting on January23 at LCCC at a cost of $525.00. Duane Jenkins moved to approve the cost with the chief’s approval. Mark Hickey seconded with roll call all yes. Road Supervisor’s Report Gary was advised of a partial driveway culvert on the east side of Twp Rd 581. He will check into it. Gary stated that the crossover culvert on Twp Rd 581 was blocked by the woods. He was advised to use the backhoe to reach in and clear out the blockage. Open to Floor Peggy Skinner advised that the zoning book was complete and the trustees had copies. It will be sent on to regional planning. Rich Johnson stated that Twp Rd 391 was full of pot holes and difficult to drive. He wanted to know what would be done to fix it. A discussion followed on road issues. Mark Hickey moved to make an emergency purchase of 500 tons of stone with a second from Mark Schwab. Roll call all yes. Chris Overstreet inquired about the condition of the back hoe tires. He was informed that the trustees are checking them. He asked about the decision on the pickup/ dump truck purchase. The trustees stated that they would like to postpone the purchase to use the funds to repair the roads. James Zarifis turned in a letter to Mark Hickey stating that it concerned a private matter. After reading the letter, Mark stated it was about an incident between himself and Mr. Zarifis and it was decided not to go into it at a public meeting. Mark Schwab moved to adjourn at 9:43pm with a second from Mark Hickey. Roll call all yes .
