Regular Business Meeting
March 19, 2007

Attendance:   Mark Schwab, Chairman
                    Mark Hickey, Vice-Chairman
                    Duane Jenkins, Trustees
                    Susan Denbow, Fiscal Officer

The meeting was called to order at 7:30pm by Chairman Mark Schwab followed by the Pledge of Allegiance.

Corrections were made to the minutes of the March 5 meeting and tabled until a revised copy is available to sign.

Mark Schwab moved to pay bills with a second by Mark Hickey.  Roll call all yes.

Fiscal Officer Report

Fiscal Officer Susan Denbow presented the bank reconcilement for February.  After reviewing, the trustees signed the reconcilement.

Fiscal Officer Denbow presented copies of the monthly reports to each trustee.  The trustees signed that they had received their copies.

Fiscal Officer Denbow had the following announcements:
     *US Department of Commerce-Local Update of Census Addresses Workshop on March 27 from 9:30am-11:30am

     *NorTrax-application for credit account

Fiscal Officer Denbow advised that she was still waiting to get pay rates from the temp services for the temporary clerk position.

Trustee Reports

Duane Jenkins stated that Zoning Inspector Janice Steele would not be attendance due to a personal emergency.  Janice had sent a copy of a contract with Browns Trash Removal to sign.  Mark Schwab stated that he thought that they had already signed the contract and due to the poor quality of the fax, it was tabled until the next meeting.

Janice Steele had checked into the cost of printing the newsletter and clean up flyer.  The cost at Art’s Printing would be between $250 and $500 depending on the number of pages.  Duane Jenkins moved to allow up to $500 to print, fold, and staple the newsletter and flyer with a second by Mark Schwab.  Roll call all yes.

Mark Schwab advised that the web-site was up and running although it was still being worked on.  The web address is sullivanohio.gov.

Mark Hickey stated that the per-trip booklets were completed and would be placed in each garage vehicle.  The cost to print them was $30 at Art’s Printing.

Mark Hickey requested to be reimbursed for filing fees of $161.20, clock batteries for $2.39 and nuts/bolts for $38.57 totaling $202.16.  Mark Schwab moved to pay the reimbursement with a second by Duane Jenkins.  Roll call Schwab and Jenkins-yes, Hickey abstained.

Mark Hickey advised that it would be approximately 3 weeks before the ditching bucket could be delivered.

Mark Hickey advised that the bid ads for the Twp Rd#581 project and the gas station siding had been placed.  He stated that proof of workers comp and insurance coverage would be required for any repair projects done for the township.

Mark Hickey stated that the paperwork to transfer the deed for the fire pond had not been sent to the prosecutor’s office.  The original signed resolution to abandon the ownership of the pond needs to be sent to the prosecutor’s office.  Duane Jenkins stated that he would check at the recorders office and take the paperwork to the prosecutor’s office.  The fiscal officer will provide the original signed resolution.

Mark Hickey advised that Mr. Leiby, who was in attendance, had provided an estimate to repair the flood damage on Twp Rd#150.  Repairs would include drainage pipe and a catch basin as well as needed traffic control and would not exceed $5500 depending on the size of pipe needed.  Duane Jenkins moved to hire Mr. Leiby to make repairs not to exceed $5500 on Twp Rd#150 with a second by Mark Schwab.  Roll call all yes.

Mark Hickey advised that he was still checking with D&D Emulsions about the cost of a storage tank for the dust bond.

Mark Hickey stated that he would like to send a request for legal opinion concerning a levy of necessity for a township park.  Mr. Harold Zager, who was in attendance, advised that the Ashland County Park District would be interested in working to get a park in northern Ashland County.  He will provide information to Mark.

Mark Hickey inquired about the six loads of stone hauled to Twp Rd#350 and reminded the road personnel that it would save time to have it tailgated to the site.

Mark Hickey asked to attend classes offered by the Ohio Safety Congress at the IX Center on March 22.  He would like to be reimbursed for his mileage.  The trustees had no problem with him attending the classes.

Duane Jenkins advised that the funding for the squad could not exceed 10% of the townships budget.  It would also need to be sent to the prosecutor’s office to get a contract written.

Duane Jenkins stated that he had contacted Ashland Comfort Control concerning a furnace for the records room.  He was advised that a large unit would not be advisable for the size of the room.  He would like to check into having the existing unit repaired.  Mark Schwab stated that he would check into it.

Duane Jenkins stated that he was checking into purchasing fuel from the Ohio Fuel Stop.  He is working with the County Auditors office to get the paperwork needed to get fuel tax exempt or to get the taxes credited back.

Mark Hickey stated that ODOT would be replacing the broken grate in front of the gas station and that a curb would have to built back up to accommodate it.

Mark Schwab stated that he had looked over the information from Thomson-West about a grant book for $215.  He did not think it would be necessary to purchase the book as the information could be found online.

Mark Schwab advised that he had a disciplinary action for road supervisor Gary Hollingsworth.  The trustees reviewed the written memo and signed it.  It will be presented and reviewed with Gary.

Duane Jenkins read a letter from a resident concerning snow removal for the elderly and disabled residents.  The trustees discussed several possible options and will this issue more before next winter.

Zoning Inspector Report

No report.

Road Supervisor Report

Paul Lower reported that they needed to purchase more stone for the lot.  Mark Schwab moved to allow the road supervisor to purchase up to 500 ton of stone as needed with a second by Duane Jenkins.  Roll call all yes.

Paul Lower requested to rent a brush chipper from Country Tool Rental at $150/day to chip up brush on Twp Rd#581.  Duane Jenkins moved to rent the chipper for up to two days for $300 with a second by Mark Schwab.  Roll call all yes.

Paul Lower inquired about the 8-hour per day stipulation in the job descriptions.  He would like to know if they could work longer days early in a week if bad weather was forecast for later in the week so that they could complete work started.  Mark Schwab stated that if it was brought to him for approval prior to working the longer days it would be alright.

Open to the Floor

Several residents from Twp Rd#462 were in attendance concerning the issues with the roadway.  Mark Hickey advised that he had checked out the problems on that mile of road and made suggestions for improvements.  The ditching and roadbed issues will be addressed as soon as the ditching on Twp Rd#581 is finished.  The residents expressed their appreciation for the time taken to address their concerns.
 
Harold Zager stated that the Northern Ashland County Game Club had provided a road patrol during hunting season and had covered the cost of mileage reimbursement the last few years.  They would like to know if the township could help cover the cost to provide this patrol as they have in past years.  The trustees will check to see if this would be an expense they could pay for.  The cost of the patrol is approximately $100-$200 per year.

AJ Singh turned in the rent check for April.

James Wolfe asked about the culverts on Twp Rd#581 that were being replaced.  He stated that his culvert was only 3 years old and he would like to have it put back in.  He was advised that any usable materials that were removed would be reused when the culvert is put back in.

Faye Schwab stated that the Ladies Auxiliary was having a Pancake Breakfast on Sunday, March 25 and asked if the trustees would be helping flip pancakes.  The trustees stated that they would help where needed.

Fiscal Officer Denbow advised that the State Auditors had requested the 2005-2006 records and would be working on the audit.

Mark Schwab moved to enter into executive session at 9:50pm to discuss Ohio Billing outstanding accounts with a second by Mark Hickey.  Roll call Schwab-yes, Hickey-yes, Jenkins-yes.

Mark Hickey moved to return to regular session at 10:20pm with a second by Mark Schwab.  Roll call Schwab-yes, Hickey-yes, Jenkins-yes.

Mark Hickey moved to adjourn at 10:21pm with a second by Duane Jenkins.  Roll call all yes.
