Sullivan Township Trustees Attendance: Mark Schwab-Chairman The meeting was called to order at 7:30pm by Chairman Mark Schwab followed by the Pledge of Allegiance. Mark Schwab moved to accept the minutes of the January 10 meeting with a second by Mark Hickey. Roll call all yes. Mark Hickey moved to accept the minutes of the January 16 meeting with a second by Mark Schwab. Roll call all yes. Mark Hickey moved to pay bills with a second by Mark Schwab. Roll call all yes. Fiscal Officer Report Fiscal Officer Susan Denbow had the following announcements: Fiscal Officer Denbow asked if the trustees had contacted the Chase Bank representative concerning a sweep checking account. The trustees stated that they would follow up on this. Fiscal Officer Denbow presented a request for mileage reimbursement to the Winter Conference in Columbus. Mark Schwab moved to approve the reimbursement with a second by Mark Hickey. Roll call all yes. Duane Jenkins stated that with the audit coming up and zoning issues, the records room needed to be organized. The fiscal officer will check with a temp service to hire a filing clerk to get the records organized. Mark Schwab advised that the furnace was not working in the records room and would need to be fixed before a clerk is hired. He had gotten it checked and due to the age of the furnace, the recommendation was to have it replaced. Mark S will check into prices for an electric furnace with air conditioner to control the temperature and humidity in the building. Trustee Reports Mark Schwab asked about the front tires and rims on the white dump truck. He was advised that they needed to be replaced. The cost at Smetz’s Tire would be $285 per side on used rims and $50 more if they had to use new rims. Mark Schwab moved to replace the rims and tires at a cost up to $700 with a second by Mark Hickey. Roll call all yes. Mark Schwab questioned the road supervisor about the backhoe being left in 4WD when it is on a hard surface. Mark Hickey stated that he had found it in 4WD and that this causes extra wear and tear on the equipment. Gary was advised not to use the 4WD when operating the backhoe on hard surfaces. Mark Schwab advised Gary that when one of the road guys is called out early to plow and salt the roads, they are to stop work after 8 hours. This will allow him to be available if he is needed during later hours. The two of them will need to work in shifts so that one of them is available at all times to handle emergencies. Mark Schwab turned in a copy of a letter that had been sent to the Ashland Court concerning the cemetery vandalism case. The court had requested input concerning sentencing of the juvenile involved. Mark Schwab stated that a meeting of the fire indemnity board needed to be scheduled. They will contact the other members and get it set up for later this month. Mark Hickey asked if stone bids had been received. The fiscal officer advised that 7 bids had been received. Bids were opened from BD Farms, Riley Trucking, Rowland Trucking, Haley Farms, DAX Trucking, Archer Trucking, and Erie Blacktop. All bids were read aloud and discussed. Mark Hickey moved to award the contract to lowest bidder, Archer Trucking with a second by Duane Jenkins. Roll call all yes. Mr. Archer was in attendance and accepted. Mark Hickey advised that Gary should remove the extra speed limit signs on the RR bridge on Twp Rd 391 and cut back the brush on the south approach. Mark turned in a letter expressing concerns about the maintenance records of the township equipment. Mark Hickey advised that the paperwork was progressing concerning the abandonment of the paper roads. The transfer of the old school property in at the recorders office and should be completed soon. Mark Hickey stated that the Parks and Sewer Committee had been working on ways to purchase the land that is for sale. Chris Overstreet advised that a possible levy on the November ballot had been suggested. Different possible options were discussed including a tax levy, bond issue or lease to own. The trustees will check into these options and get a legal opinion. They also plan to meet directly with the land owner. Duane Jenkins stated that he had spoken with Jean Reams about another term on the zoning board and she stated that she would be willing to serve another term. Duane stated that no ad had been placed yet for any of the zoning positions. There was a discussion concerning different zoning issues including the map, board terms, and the zoning book. Mark Schwab moved to table the appointment of board members until an ad is placed to see if there are other residents interested in serving on either of the zoning boards. Mark Hickey seconded with roll call all yes. Duane will handle the ad placement. Duane Jenkins asked about the disposal of the used oil from the township garage. It is currently being picked up by an out of township person. Mark Schwab made a resolution that would allow residents to receive and recycle the townships used oil. Mark Hickey seconded with roll call Schwab-yes, Hickey-yes, Jenkins-yes. Mark Schwab will write up a policy and request form on this. No chemicals shall be removed from the township until the policy is written. Duane Jenkins inquired about the status of the fire pond. Mark Hickey stated that he believes the paperwork has been completed and the property has been returned to the former owners heirs. Duane Jenkins moved to increase Gary’s pay to $15.75/hour but withdrew the motion. Mark Schwab moved to enter executive session at 9:00pm to discuss the road supervisors pay with a second by Mark Hickey. Roll call Schwab-yes, Hickey-yes, Jenkins-yes. Mark Schwab moved to return to regular session at 9:08pm with a second by Mark Hickey. Roll call Schwab-yes, Hickey-yes, Jenkins-yes. Duane Jenkins moved to increase Gary’s pay to$15.75/hour. There was no second. Duane Jenkins stated that due to the age of the township trucks and the cost of maintenance on them, he would like to look into options to purchase a new one. Mark Schwab stated that he had info on trucks and would turn it over to Duane. Mark Schwab presented a job description for the full time roadman position. After reviewing, Mark Hickey made a resolution to adopt the job description with a second by Mark Schwab. Roll call Schwab-yes, Hickey-yes, Jenkins-yes. Duane Jenkins stated that he would like to see a drug testing policy for all township employees. This would also include fire department members who drive township vehicles. He will write one up for review. Fire and EMS Report Chief Gary Hollingsworth reported that the cost for background checks for new members would be $18 through the sheriffs department for residents of 5 years or more. Gary stated that there was a basic firefighter class at Wayne Co Career Center starting in April at a cost of $325 per member. He stated that there were 7 members needing training for a total cost of $2275. Mark Schwab moved to approve the training cost with a second by Mark Hickey. Roll call all yes. Mark Hickey asked that Gary complete his protocol testing prior to his 240 firefighter class. Gary stated that he would get it taken care of as soon as possible. Steve Denbow presented a quote and specs for a new squad. The quote included cost for a 2 year and a 3 year lease to own program. Copies were given to each trustee to review. Zoning Inspector Report Janice Steele asked about setting a date for Clean Up Day in the township. It has been the first Saturday of May in the past which would be May 5, 2007. She had contacted Brown Waste and Allied Waste to get cost of dumpsters. Allied could provide larger dumpsters and would rotate them as needed during the day. She had also contacted Liberty Tire to provide a tire trailer and Ted Regel would give a $500 “good faith” deposit check to finish filling the trailer. Mark Hickey moved to set the first Saturday of May as Sullivan Township Clean Up Day for the next 3 years with a second by Duane Jenkins. Roll call Hickey and Jenkins-yes, Schwab-no. Mark Schwab stated he would have liked to have set the date indefinitely. Mark Hickey made a resolution to contract with Liberty Tire to provide a tire trailer on May 5, 2007 with a second by Mark Schwab. Roll call Schwab-yes, Hickey-yes, Jenkins-yes. Janice will work on making a flyer to mail to residents. It was decided to require proof of township residency to control the cost of dumping. Road Supervisor Report Gary Hollingsworth requested to purchase two 5x8 flags for the cemetery and park. Mark Hickey moved to make the purchase from Farm & Home with a second by Duane Jenkins. Roll call Hickey and Jenkins-yes, Schwab-no. Mark Schwab stated that the flags could be purchased through Regulas office at less cost. Gary stated that he would like to combine the speed limit and weight limit for the RR bridges into one sign. The trustees questioned who is responsible for the bridges and the signage, the county or the township or the RR. This will be checked into before any signage is changed. Gary reported that the cost of the End of School Zone signs was $35 each. Mark Schwab moved to purchase 4 of them with a second by Duane Jenkins. Roll call all yes. Gary reported that the cost of the No Smoking signs was $20 each. Duane Jenkins moved to purchase 8 of them with a second by Mark Hickey. Roll call all yes. Gary stated that he had used nearly all of the salt/grit ice control and needed more. Mr. Archer advised the cost would be $15.75/ton. He stated that he could also get cinders at $14.50/ton. The trustees discussed to pros and cons of each. Duane Jenkins moved to purchase up to 4 loads of the salt/grit mix with a second by Mark Schwab. Roll call all yes. Gary requested to purchase a pair of snow plow markers at a cost of $22.99. Mark Schwab moved to make the purchase with a second by Duane Jenkins. Roll call all yes. Gary advised that the wiper motor on the red dump truck had quit working and would cost $185 to replace. Mark Hickey moved to make the purchase with a second by Duane Jenkins. Roll call all yes. Gary presented a quote to make repairs to the grader and stated that it would take at least a week to complete the repairs. The part needing repair can not be replaced and would be more costly to replace with the new model. A copy was given to each trustee to review. Open to the Floor AJ Singh presented the rent check for February. Janice Steele stated that she needed the Liberty Tire contract signed by the trustees. Ron Blessing asked about the community sign and why it was not being used to post meeting dates and events. Mark Schwab stated that it was difficult to place the letters due to damage. He would also like to see it lighted so that it can be seen at night. He will check into having it repaired or replaced. Mark Hickey moved to adjourn at 10:00pm with a second by Duane Jenkins.
