Sullivan Township Trustees Attendance: Mark Schwab, Chairman The meeting was called to order at 7:30pm by Chairman Mark Schwab followed by the Pledge of Allegiance. Duane Jenkins moved to approve the minutes of the February 5 meeting with a second by Mark Schwab. Roll call all yes. Duane Jenkins moved to pay bills with a second by Mark Hickey. Roll call all yes. Fiscal Officer Report Fiscal Officer Susan Denbow presented the January bank reconcilement for review. After reviewing it, the trustees signed the bank reconcilement. Fiscal Officer Denbow presented the monthly reports to each of the trustees. They signed that they had received their copies. Fiscal Officer Denbow had the following announcements: Fiscal Officer Denbow followed up on the OTARMA insurance application update. Mark Schwab is handling it. She also asked about the Fire Indemnity Board meeting. They are working out a meeting date and will submit their officer list to the fiscal officer to be mailed. Fiscal Officer Denbow asked about setting up the sweep account for the township. Duane Jenkins moved to have the fiscal officer set up a sweep checking account with a second by Mark Schwab. Roll call all yes. Fiscal Officer Denbow announced that the Clever Clovers 4-H Club would be doing a cemetery clean up on May 19. An announcement will be placed in the paper prior to this date so that anyone wishing to keep items can remove them. Trustee Reports Mark Schwab stated that Janice Steele had set up a conference call with Dave Kattas to discuss any questions or concerns about the web page. The trustees stated that they did not have any questions at this time and would like to have a 2-year contract presented at the next meeting to review. Janice stated that the monthly fee would only be $100/month because a server was being provided. Mark Hickey moved to appoint Janice as the liaison for the web page with a second by Mark Schwab. Roll call all yes. Mark Schwab presented a copy of Summary of Planning and Zoning Services received from DB Hartt, Inc. The Sewer and Park Committee will check into their services. Mark Hickey returned copy of the paper road resolution and a public records document from a veteran seeking a job opening. Mark Hickey submitted a request for reimbursement of mileage to the OTA Winter Conference. Mark Schwab moved to approve with a second by Duane Jenkins. Roll call Schwab, Jenkins-yes and Hickey abstaining. Mark Hickey stated that he had checked with Time Temporary Services about the file clerk position. They stated that the cost would be no more than $20/hour and they would do background check, insurance, drug screening, etc. Other temp services will be checked into to compare cost. Mark Hickey had copies of paperwork to abandon the paper roads. Mark Schwab stated that the map in the paperwork did not match the one he had been given and did not show the correct roads. The matter was tabled until a correct map is submitted. Mark Hickey stated that drug screening was discussed at the County Township Association Meeting. He asked if any drug screenings had been done for the township to which the fiscal officer stated that she was not aware of any. The company currently being used had submitted a bill for testing but had not noted which township to forward it to. Mark Hickey reminded everyone of the zoning workshop on February 26. Mark Hickey stated the Ed Meixner had inquired about the township wanting to purchase the new reflective strips being used on stop signs. Duane Jenkins moved to purchase the strips at a cost of $10/strip up to $300. Mark Schwab seconded with roll call all yes. Duane Jenkins submitted an application for a firefighter/EMT that he had received. This was turned over to the fire chief to present to the department. Duane Jenkins stated that he would like to see something done to the gas station such as new siding. The trustees agreed that repairs needed to be done to several township buildings. Mark Hickey will write an ad to receive quotes to put siding on the gas station. Duane Jenkins asked if the sand for the ball field had ever been received. The sand had been donated by Baker Sand but due to changes in the road department, it was never picked up. Gary Hollingsworth will check into it and see if it can be done before spring. Duane Jenkins stated that he had received some calls by residents with handicaps about getting their drives plowed. The trustees discussed getting a list of people who do snow plowing and check into what can be done. Duane Jenkins read the ads that he had written for the positions on the zoning board and the appeals board. These will be run to see if any residents would be interested in the positions. Duane Jenkins asked if the problems with culverts on Twp Rd#581 had been resolved. Gary stated that he had talked with the residents and they were willing to buy the pipe if the township could install them. Mark Hickey suggested that the township purchase the pipe and bill the resident. Mark Schwab will write up a bill of sale agreement to be signed by the resident and the township. Fire and EMS Report Chief Gary Hollingsworth stated that the department wanted to purchase a squad and he presented a quote from WheelCoach in Kent, Ohio. EMS Lieutenant Steve Denbow had presented a quote from Burgess in Loudonville and stated that the department had voted to purchase it. The quote from WheelCoach had not been presented to the department. The trustees asked if anyone had the minutes from the fire meeting to confirm this but they had not yet been typed by the secretary. The trustees stated that they could not take action until a clear decision had been made by the fire department. Chief Hollingsworth presented an application for a new firefighter. After review, Mark Hickey moved to approve the new member with a second by Mark Schwab. Roll call all yes. Chief Hollingsworth stated that Ted Huffman could provide a firefighter class in Sullivan for 10 members at a cost of $250/person. Gary will check if any other area departments have members needing training. Zoning Inspector Report Janice Steele stated that she needed a decision on dumpsters for Clean Up Day. Mark Hickey moved to contract with Browns Trash Removal with a second by Mark Schwab. Roll call all yes. Janice stated that the web page domain would need to be registered each year at a cost of $15/year and would recommend registering for 5 or 10 years at a time. Road Supervisor Report Gary Hollingsworth asked if any rooms were available in the Kno Ho Co building for storage by the township or fire department. Mark Hickey stated that he thought all rooms were being used. Mark Hickey stated that he had talked with the owner concerning the property for the park and sewer project. The trustees decided to wait until the end of the meeting to discuss a possible offer due to time. Gary Hollingsworth stated he was getting low on nuts and bolts and would like to purchase $500 worth. Mark Hickey will help get an inventory to see what sizes are needed. Gary requested to purchase a drum of hydraulic oil. Mark Schwab moved to make the purchase with a second by Duane Jenkins. Roll call all yes. Gary asked about the repairs for the road grader. The trustees will set up a meeting with the repair company to talk with them at the garage about the repairs and cost. Gary requested to purchase a pole saw from M&M Sales at a cost of $599 to do roadside tree trimming. Mark Hickey stated that he thought it would be better to rent one. Duane Jenkins moved to purchase the pole saw with a second by Mark Schwab. Roll call Schwab, Jenkins-yes and Hickey-no. Gary stated that the entrance doors at the garage needed to be replaced or repaired. The trustees tabled this but will check into it when repairs are finished at the gas station. Gary requested reimbursement for parts that he had purchased for the red dump truck totaling $46.96. Mark Schwab moved to reimburse Gary with a second by Duane Jenkins. Roll call all yes. Open to the Floor Janice Steele stated that she thought the road crew did a good job during the recent snow storm. Ron Blessing also stated that the roads had been kept open during the storm but asked that care be taken when vehicles are at the end of driveways. Stones had been thrown onto his truck by the snow plow when he was at the end of his driveway. He also asked if the plows could try to get closer to plow out mailboxes for the mail delivery. Mark Hickey moved to go into executive session at 9:37pm to discuss a possible offer on the sewer property with a second by Mark Schwab. Roll call Schwab-yes, Hickey-yes, Jenkins-yes.
