Regular Business Meeting
April 2, 2007

Attendance:  Mark Schwab, Chairman
                    Mark Hickey, Vice-Chairman
                    Duane Jenkins, Trustee
                    Susan Denbow, Fiscal Officer

The meeting was called to order at 7:30pm by Chairman Mark Schwab followed by the Pledge of Allegiance.

Mark Schwab stated that Mark Hickey was at a meeting in Ashland and would try to be in attendance later.

Duane Jenkins moved to approve the corrected minutes of the March 5 meeting with a second by Mark Schwab.  Roll call all yes.

The minutes of the March 19 meeting were tabled as all of the trustees had not read them.

Duane Jenkins moved to pay bills with a second by Mark Schwab.  Roll call all yes.

Fiscal Officer Report

Fiscal Officer Susan Denbow had the following announcements:

     *US Department of Commerce- received a US Census of Government Employment
Mark Schwab will fill out and return.

     *CCR Asphalt Mfg.-New owners of J&J Asphalt

     *NE Ohio Snow & Ice Committee-Workshop & Expo on May 10-$20 registration fee

     *Frank Gates-Workers Comp Seminar-$30 registration fee

     *Ashland Regional Planning-Meeting on April 11

     *Ashland Public Library-Summer Bookmobile-Sullivan Congregational Church will provide parking for the summer

Fiscal Officer Denbow advised that a resident had purchased 2 lots in the cemetery and would be making payments.  A cemetery deed will be issued when lots are paid in full.

Fiscal Officer Denbow stated that the state auditors were working on the audit for 2005-2006 and she would be meeting with them on Wednesday.  She would be taking down additional requested records and any questions or concerns from the trustees.  The trustees stated that they did not have any questions at this time.

Fiscal Officer Denbow stated that the Clever Clovers 4-H Club was working on several community service projects this year.  They include roadside trash pick up on Co Rd#281, cemetery clean up and fundraising for the Relay For Life that benefits the American Cancer Society.

Trustee Reports

Duane Jenkins moved to enter executive session to discuss discipline matters at 8:00pm with a second by Mark Schwab.  Roll call Schwab-yes, Jenkins-yes.

Mark Schwab moved to return to regular business at 8:09pm with a second by Duane Jenkins.  Roll call Schwab-yes, Jenkins-yes.

Duane Jenkins stated that due to missing zoning documents, they needed to get the records room safe opened.  The trustees discussed problems and questions concerning the zoning book and zoning map.  They had been told that the new zoning book was completed and copies made but had learned that changes have been made again.  The trustees stated that they are disappointed with the progress being made by the zoning board.  Mark Schwab will check into a locksmith to open the vault.

Mark Schwab advised that he had been talking with DB          who work on zoning and found them to be very knowledgeable.  He will check with them about a possible meeting to discuss options and cost.

Mark Schwab moved to make a resolution to pay the zoning board $1 per year with a second by Duane Jenkins.  Roll call Schwab-yes, Jenkins-yes.

Mark Schwab stated that the old cemetery signs had been removed and will check into the cost to replace them with new ones.  He was asked about the front bushes with an oak tree growing in the middle of one.  He will check into having them removed.

Mark Schwab advised that the cost of the chipper rental was $179/day or $600/week.  Mark Schwab moved to rent the chipper for one week and return it as soon as the work is done.  Duane Jenkins seconded with roll call all yes.

Duane Jenkins stated that he had received a complaint about the potholes on Twp Rd #581 between Twp Rd #150 and Co Rd #40.  He advised that they are working on the roads as much as possible.

Mark Schwab stated that more culvert markers and posts were needed.  Duane Jenkins moved to purchase 50 markers and 50 posts with a second by Mark Schwab.  Roll call all yes.

Mark Schwab advised that the road supervisor had requested to purchase a rechargeable tool set that included a drill, saw and screwdriver.  This was tabled until the trustees could talk with Gary about why it was needed.

Mark Schwab asked for all bids received on the Ohio Fuel Stop siding project.  The fiscal officer turned in three bids.  Bids were opened from Backyard Concepts-$11685, Riffel Construction-$6608, and Dan Carmichael Construction-$4800.  Mark Hickey arrived at this time from his prior meeting.  The trustees discussed the wide range of estimates and work being included.  Duane Jenkins moved to award the contract to Backyard Concepts due to the inclusion of all prep work and replacement of any rotted/damaged areas.  Mark Schwab seconded with roll call all yes.  Mark Schwab stated that he would be inspecting the work being done.

Mark Hickey turned in receipts for the items that he was getting reimbursed for.

Mark Hickey advised that he had checked into the stone needed at the Kno Ho Co building and estimated 50 tons would cover the driveway and parking area.  Duane Jenkins stated that he would rather use the stone for the roads.  Mark Hickey moved to have 50 ton of stone tailgated to the site with a second by Mark Schwab.  Roll call Schwab and Hickey-yes, Jenkins-no.  Mark Hickey will use his backhoe to do leveling as needed after the stone is delivered.

Mark Hickey advised that he had attended the Ashland County Park District meeting and they were interested in property that was for sale in Sullivan Township.  They stated that no additional grant money was available for 2007 but would be checking into the property.  Mark stated that membership in the Friends of the Parks could be purchased for $     /year.  Mark Schwab stated that he would like to check into this further.

Zoning Inspector Report

Janice Steele stated that the contract with Browns Trash Removal needed to be signed and returned as soon as possible.  Mark Schwab signed the contract as chairman of the trustees.  Janice will send it to Browns to confirm them for clean up day.

Janice stated that the web site was up and running.  With the trustee’s approval, it could go live within 24 hours.  She advised that some areas were still “under construction” and could be changed or added to at any time.  Duane Jenkins expressed concern about Janice having an email address link on the web site and any email becoming public record.  Janice stated that web sites should have a contact and she had no problem using her email address as the point of contact.  Mark Schwab and Mark Hickey gave the approval to go live with the web site.

Road Supervisor Report

Open to Floor

Jerry Bauer reported that he was concerned with parking during events when the community room was being rented out.  He had observed vehicles parked 2-3 deep in front of the building during a recent event.  The fiscal officer advised that she had instructed the lessee on where to park and had also observed double parking but that it had not been blocking any fire department doors.  Mark Schwab stated that he would work on an addendum to the rental agreement addressing this issue.

Jerry Bauer stated that he felt the two day disciplinary action taken against Road Supervisor Gary Hollingsworth was not justified.  He stated that there was a Level 2 snow emergency and that the roads needed to be plowed.  Mark Schwab advised that the discipline was for not following orders that he had been given by the trustees.  Mr. Bauer advised that he would be contacting a lawyer on Gary’s behalf.

Gary Hollingsworth asked about the culvert markers and chipper.  He was informed that they had been approved.  Gary asked about the cordless/rechargeable set to use when putting up signs and working around the township.  The trustees stated that they did not see a need for these items.  Jerry Bauer stated that if the trustees could not buy a cordless drill for Gary, he would give him one that he had.

Mark Schwab moved to adjourn the meeting at 9:47pm with a second by Mark Hickey.  Roll call all yes.
