Regular Business Meeting
April 16, 2007

Attendance:  Mark Schwab, Chairman
                    Mark Hickey, Vice-Chairman
                    Duane Jenkins, Trustee
                    Susan Denbow, Fiscal Officer

The meeting was called to order at 7:35pm by Chairman Mark Schwab followed by the Pledge of Allegiance.

Mark Schwab moved to approve the minutes of the March 19 meeting with a second by Mark Hickey.  Roll call all yes.

Mark Schwab tabled the approval of the April 2 minutes until they can be reviewed.

Mark Schwab presented an invoice for copies of the newsletter that had to be reprinted and moved to reimburse for the cost.  Duane Jenkins seconded with roll call all yes.

Mark Hickey moved to pay bills with a second by Mark Schwab.  Roll call all yes.

Fiscal Officer Report

Fiscal Officer Susan Denbow presented the March bank reconcilement for review.  After the review, the trustees signed it.

Fiscal Officer Denbow presented the trustees with copies of the monthly reports.  The trustees signed that they had received their copies.

Fiscal Officer Denbow had the following announcements:
     *USPS-letter about seminars on new requirements for presorted mail
     *State Auditor-meeting with auditors that everything is going well and they will be sending a letter of arrangement for signature
    
Fiscal Officer Denbow announced that the good faith check of $500 had been received from Ted Regal for the tire trailer.

Trustee Reports

Mark Schwab advised that he had received information on a Community Housing Improvement Program that had grant money available for low to moderate income families purchasing a home in Ashland County.  Anyone interested can contact the fiscal officer for a copy of the information and application.

Mark Schwab introduced Chuck Burgess from Burgess Ambulance in Loudonville who was there with information on the new squad and to answer any questions.  He stated that he was holding one of the available squads but would need a letter of intent if the fire department was interested in purchasing it.  The trustees discussed the new squad and will be contacting the officers to get their input.  They advised that they would contact Burgess Ambulance as soon as a decision is made.

Mark Schwab asked if the road personnel had signed their acknowledge receipt of their job descriptions.  The fiscal officer stated that she had not received anything yet.  Paul Lower signed his during the meeting and turned it in. 

Mark Schwab presented a culvert repair/replacement form for the trustees to review.  Mark Hickey made a resolution to adopt the form with a second by Duane Jenkins.  Roll call Schwab-yes, Hickey-yes, Jenkins-yes.

Mark Schwab asked if the zoning positions ad had been placed and was told that they had been sent in but had not been run yet.  Duane Jenkins will resend them and follow up on it.

Mark Hickey advised that he had attended ODOT Government Day on Tuesday.  He stated that they were beginning work on the State Route 58 project and would have road grindings available for $6/ton if dumped in the stone yard.  He recommended purchasing 2 days of grindings which would be about 3000 tons.  The trustees discussed options of storage locations and quantity.  Mark Schwab moved to purchase up to 3000 tons with a second by Duane Jenkins.  Roll call all yes.

Mark Hickey reported that D&D Emulsions had a 2100 gallon storage vessel for $1650.  The trustees discussed storage and delivery options for the dust bond product.  Mark Hickey moved to purchase the storage vessel with a second by Duane Jenkins.  Roll call all yes.

Mark Hickey advised that he had talked with Leiby Construction about a culvert replacement on Twp Rd#150 west of Co Rd#281.  The estimate was $1120 that would include a 40 ft culvert pipe and $750 to clear the ditches along that section of roadway.  Mark also suggested installing a catch basin at the intersection of Twp Rd#391 and Twp Rd#350.  Mark Schwab stated that the trustees needed to review the budget and appropriations before a decision could be made on these road improvements.

Mark Hickey stated that the memorial park flagpole rope had broken due to damage at the top of the pole.  He would like to see it repaired and the flag replaced by Memorial Day.  It was suggested to check with ODNR and other organizations to see if we can get it replaced.  A resident offered the use of a bucket truck to make temporary repairs before Memorial Day.

Duane Jenkins suggested taking a 5 minute break.

Duane Jenkins read a letter from Road Supervisor Gary Hollingsworth requesting payment of his comp time.  Duane moved to pay the requested comp time.  There was no second.  Mark Schwab advised that the job description stated that he had to use his comp time by May 1.

Duane Jenkins stated that Gary had requested to have the locks on the garage changed because of a recent incident.  The condition of the door was discussed and it was decided that replacing the lock might not correct the problem.  It will be checked into further.

Duane Jenkins questioned the time sheets for the time Paul worked on Saturday.  He stated that he had received information that Paul had not taken a lunch but had been told to show one on his timesheet.  Duane questioned who was in charge that day and gave the orders.  He was informed that Mark Hickey was in charge and that Mark Schwab was also at the garage.  Duane stated that falsifying records was illegal and he would check into this further.

Duane Jenkins stated that he had received a complaint about dumping dirt on private property with township equipment.  He was told that Paul had hauled dirt to his residence and to the cemetery.  Duane questioned if the dirt release form was on file and was told that it is on file.

Duane Jenkins stated that Mark Hickey had violated ethics code when he participated in the request for stone at the Kno Ho Co building and the request for a key to the community room as an emergency plan.  Duane stated that he had contacted the Ethics Commission to have this investigated.  Mark Hickey stated that he felt he had not done anything in violation and would reply to any investigation.

Duane Jenkins read a letter stating that he was misinformed as to the reason for the disciplinary action against Road Supervisor Gary Hollingsworth and requested to have his name removed and that Gary be paid for the days he was off due to the discipline.

Duane Jenkins read a letter stating that Trustee Mark Hickey had put the township at risk due to his recent actions and was requesting his resignation.  Mark Hickey stated that he would not be resigning.

Fire and EMS Report

Assistant Chief Les Handley asked if the trustees had read over the SOGs that they had been given.  Mark Schwab stated that the SOGs were fire procedures used at a fire scene and should be set up by the department.  He suggested that the department officers set them up and review them as needed.

AC Handley stated that the department would like to get truck 2713 service ready by sending it in for a tune up and clutch repair.  Mark Schwab moved to approve the tune up and repair with a cost up to $1500.  Mark Hickey seconded with roll call all yes.

AC Handley stated that they had some siding come off the front of the station.  Fiscal Officer Denbow stated that she would check into getting it replaced.

There was no EMS report.

Zoning Inspector Report

Janice Steele reported that the web site was up and running.  Anyone with information or pictures can contact her to have them placed on the web site.

Road Supervisor Report

No report

Open to Floor

Chris Overstreet inquired about the new signs for the cemetery gate.  He was told that they are being priced and would be replaced.

Janet Roberts requested permission to remove the small oak tree that was growing in the cemetery.  She stated that they would like to transplant it to their property.  The trustees gave permission to remove the tree.

AJ Singh stated that he would like to see some colored siding used on the gas station to attract attention.  He presented some color samples and requested the use of a blue.  The trustees decided that the color could be used and the contractor will be contacted.

Eric Bartok stated that there was a hole at the RR Bridge on Twp Rd #150.  It will be checked into by the road department.  He also stated that he had noticed other properties with unlicensed vehicles on them.

Robert Palm asked if the old fire department parking signs could be replaced as they were difficult to read.  The trustees asked Paul Lower to check into the cost to replace them.

Faye Schwab asked Mark Hickey if he had volunteered his time to remove the dirt pile in the township stone yard on Saturday.  He stated that he had volunteered his time.  Faye asked Duane Jenkins how much time he volunteers to the township.  Duane did not reply.

Bonnie Fagin stated that she appreciated the time that Mark Hickey donated to the township and thanked him.

Mark Hickey stated that the bids for the Twp Rd#581-second mile project needed to be opened.  Fiscal Officer Denbow advised that only one bid had been received from Lytle Construction.  The bid was opened and reviewed.  Mark Schwab made a resolution to accept the bid pending review by the engineer’s office with a second by Mark Hickey.  Roll call Schwab-yes, Hickey-yes, Jenkins-yes.

Mark Schwab advised that he had received a request from the Memorial Day Committee for a donation.  He stated that he would rather purchase 20 flags and poles to be used during Memorial Day and displayed on the light poles.  Mark moved to purchase the 20 flags and poles with a second by Duane Jenkins.  Roll call all yes.

Duane Jenkins moved to adjourn at 10:13pm with a second by Mark Hickey.  Roll call Hickey and Jenkins-yes, Schwab-no.  Meeting was adjourned.
