Sullivan Township Trustees Attendance: Mark Schwab, Chairman The meeting was called to order at 7:32PM by Chairman Mark Schwab followed by the Pledge of Allegiance. Mark Schwab moved to approve the minutes of the November 19 meeting with a second by Mark Hickey. Roll call Schwab and Hickey yes with Jenkins abstaining. Mark Schwab moved to pay bills with a second by Duane Jenkins. Roll call all yes. Fiscal Officer Report Fiscal Officer Susan Denbow had the following announcements: Fiscal Officer Denbow advised that the Ashland County Township Association meeting would be December 8 at 1:00PM. A trustee should attend for road mileage sign-up and membership dues of $250 are due in January. Mark Hickey moved to pay the dues with a second by Duane Jenkins. Roll call all yes. Mark Hickey stated that he planned on attending the meeting. Fiscal Officer Denbow gave Doug Campbell his public officials bond and new hire paperwork. She also gave new hire paperwork to Donna Riley. Fiscal Officer Denbow advised that the OTARMA anniversary date was April 1, 2008. Fiscal Officer Denbow stated that the trustees needed to write a public records policy as required by HB 9. Sample policies were given to Duane Jenkins to work with. Fiscal Officer Denbow turned in 2 applications for the Zoning Board of Appeals and 1 application for the Zoning Board of Commissions. After reviewing them, Mark Hickey moved to appoint Carol Stasick to the Board of Appeals with a second by Duane Jenkins. Roll call all yes. Mark Hickey moved to appoint David Spieker to the Board of Appeals pending the request for legal opinion concerning his pending civil lawsuit with the township. There was no second. Mark Hickey moved to appoint John Storch to the Board of Commissions as an alternate with a second by Duane Jenkins. Roll call all yes. Fiscal Officer Denbow presented the requested copies of the fund ledger to Donna Riley with an invoice for the 48 copies. No payment was received. Trustee Reports Mark Schwab presented a receipt of job description that had been signed by Ken Webb. The trustees signed the receipt and it will be put into his file. Mark Schwab stated that he had received unemployment paperwork for Ken Webb. He will fill it out and return it. Duane Jenkins read the resolution from the prosecutor’s office to proceed with the civil lawsuit-administrative appeal. Mark Schwab seconded with roll call Schwab-yes, Hickey-no, Jenkins-yes. Mark Hickey advised that he had removed the remaining flags from the poles. He would like to store the flags in the furnace room of the township community building. Mark Hickey asked if the certified letter he had sent to the mortgage company had been acknowledged. The fiscal officer stated that it had been receipted but she had no other correspondence from them. Mark Hickey stated that Regional Planning would be changing to County Planning. They will be filling 8 positions from the county. Anyone interested in filling a position should contact the Ashland County Commissioners. AJ Singh stated that he could not stay and would like to turn in the rent for December. Duane Jenkins advised that Gary had requested to take vacation from December 24-January 2. There were no objections. Duane Jenkins stated that he had checked into the disciplinary action for Mike Trull. Assistant Chief Les Handley had given him a copy of the action that had been signed by Mike Trull and stated no driving privileges. Mark Schwab stated that he had asked Chief Hollingsworth if Mike was on administrative leave at the time of the accident as was in his report. Fire and EMS Report EMS Lieutenant Robert Palm reported that in November, they had 4 squad calls, 3 fire calls, and 2 MVA. They have had 1 squad call for December.
Janice Steele stated that she had turned in her report. Janice stated that she had received a copy of the legal opinion on the Aaron Miller property and would follow up on it. Janice advised of a problem with a permit issued to John Miller for an addition to the back of his house. Mr. Miller had been told that he could not have a separate dwelling on the same parcel. Janice had been notified that he had constructed a new home on the other side of the driveway. She has talked with Mr. Miller about this and he has stated that they would connect with a breezeway between the two houses. Mark Hickey inquired about the conditional use permit for Custom Automotive going with the property. Janice stated that since the original copy could not be found, there was no way of knowing the conditions of use. Road Supervisor Report Paul Lower advised that the grader was still in the shop with repairs to the steel hydraulic lines and valves. Mark Hickey asked about the time logged for work on the V-plow blade. Paul advised that they had stripped and repainted it. Open to the Floor Jerry Bauer wanted to thank whoever took down the remaining flags. He asked when work on the backhoe hydraulic system would be done as he had used his truck to remove the dust bond tank from the dump truck. The trustees stated that they had not been informed of any problems with the backhoe. Paul stated that the loader works but the backhoe loses pressure when raised. Mark Hickey will check into this tomorrow. Jerry asked for an explanation of the events of the last trustee meeting concerning Chief Hollingsworth. Mark Schwab gave an outline of the events. Jerry stated that the fire chief should be able to make a decision on a safety factor. Mark Schwab stated that he did not have a problem with the discipline given to Mike Trull except that it did not state a time frame. Duane Jenkins stated that he would give Jerry a CD copy of the meeting so that he could make his own decision of the events. Jerry requested a copy of the rule that allows 10 mph over the posted speed limit for emergency vehicles. The trustees stated that they had requested the chief rewrite the guideline as they had not agreed to this. There was a discussion concerning the fire department rules and guidelines. Paul Lower asked for clarification of the time off as of his one year employment anniversary. He has a doctor appointment and would like to know if he has any time off that he could use. The fiscal officer stated that he had 8 hours of accumulated personal time available. Mark Schwab asked for a copy of his job description receipt as the job description Paul has is an older one. Greg Palm advised that he had called Findley Fire about the foam system on 2711. The cost for a service technician to come and check it out would be $300 and he would then advise of the cost to repair or replace. The tech will be at the station tomorrow morning. David Spieker asked if a new permit had been issued for the Shooting Challenge. Janice advised that no new permit had been issued as there have been no corrections to the minutes of the appeals meeting. Faye Schwab asked if the Christmas wreaths would be put up this year. Mark Hickey stated that he would take care of it. Mark Schwab moved to adjourn at 9:10PM with a second by Mark Hickey. Roll call all yes.
