Sullivan Township Trustees Attendance: Mark Hickey, Trustee The meeting was called to order by Fiscal Officer Susan Denbow at 7:35PM followed by the Pledge of Allegiance. Fiscal Officer Denbow asked for nominations for chairman. Duane Jenkins nominated Douglas Campbell with a second by Mark Hickey. Roll call all yes. Douglas Campbell asked for nominations for vice chairman. Mark Hickey nominated Duane Jenkins with a second by Douglas Campbell. Roll call all yes. Mark Hickey moved to hold regular business meetings on the first and third Mondays at 7:30PM. There was no second. Duane Jenkins moved to hold regular business meetings on the first and third Mondays at 7:00PM with a second by Douglas Campbell. Roll call Campbell and Jenkins yes with Hickey voting no. Duane Jenkins moved to retain Gary Hollingsworth as road supervisor at $15/hour with a second by Douglas Campbell. Roll call all yes. Duane Jenkins moved to retain Paul Lower as full time road person at $12/hour. Mark Hickey questioned keeping both full time road personnel due to ability to work on roads during winter. Douglas Campbell stated that he would like to look at finances before letting personnel go. Douglas Campbell seconded the motion with roll call Campbell and Jenkins yes, Hickey no. Duane Jenkins moved to retain Janice Steele as the zoning inspector at $400/month with a second by Douglas Campbell. Roll call all yes. Douglas Campbell stated that he would like to check into a paid fire chief position. Mark Hickey stated that they needed to check into the operations of the department as well. The trustees had a brief discussion about the position and responsibilities. Douglas Campbell moved to place an ad in the paper for a fire chief at $300/month who will be an at will employee of the township. Mark Hickey seconded the motion with roll call all yes. Duane Jenkins will write the ad and bring it to Monday’s meeting. Douglas Campbell moved to appoint Les Handley as interim fire chief with a second by Duane Jenkins. Roll call all yes. Douglas Campbell stated that he would also like to check into the EMS director being a paid position. They would like to fill the chief’s position prior to placing an ad for the EMS director. Douglas Campbell moved to appoint Steve Denbow as interim EMS director with a second by Mark Hickey. Roll call all yes. Duane Jenkins moved to appoint Douglas Campbell to the Water Authority Board for the 2008-2011 term with a second by Mark Hickey. Roll call all yes. Douglas Campbell moved to table the appointment to the fire indemnity board until the business meeting with a second by Duane Jenkins. Roll call all yes. Douglas Campbell moved to appoint Duane Jenkins as the representative for the fire department with a second by Duane Jenkins. Roll call Campbell and Jenkins yes with Hickey voting no. Duane Jenkins moved to appoint Douglas Campbell to oversee the road department with a second by Mark Hickey. Roll call all yes. Douglas Campbell moved to reappoint Richard Johnson to the Zoning Board of Commissions for the term of 2008-2012 with a second by Duane Jenkins. Mark Hickey stated that he would like to advertise the position first. Roll call Campbell and Jenkins yes with Hickey voting no. Douglas Campbell moved to appoint Carol Stasick to the 2008-2012 term on the Zoning Board of Appeals with a second by Mark Hickey. Roll call all yes. Duane Jenkins stated that he had spoken with Phyllis Bauer about returning to the Zoning Board of Appeals. She had stated that she would like a few weeks to consider it. This still leaves a position to fill. Douglas Campbell stated that an ad will be placed for applications to be received by January 22. Douglas Campbell moved that all bills and invoices be turned into the fiscal officer no later than the Friday prior to the meeting with a second by Mark Hickey. Roll call all yes. Douglas Campbell moved to allow the fiscal officer to use purchase orders and blanket certificates as needed to pay invoices and bills. Duane Jenkins seconded with roll call all yes. Duane Jenkins moved to have all money turned into the fiscal officer within 24 hours with a second by Mark Hickey. Roll call all yes. Douglas Campbell moved to retain the Ladies Auxiliary to clean the community room at $50/month with a second by Mark Hickey. Roll call all yes. The ladies will also take care of messages on the community sign. Mark Hickey moved to pay zoning board and zoning appeals members $20/meeting to be paid quarterly. Duane Jenkins seconded with roll call all yes. Duane Jenkins moved to keep the zoning fee schedule the same as follows: All zoning permits shall be subject to a non-refundable application fee of $25
Mark Hickey stated that he would like to see zoning fees removed. Douglas Campbell seconded the motion made by Duane Jenkins. Roll call Campbell and Jenkins yes and Hickey no. Douglas Campbell questioned paying the trustees entirely from the general fund. The fiscal officer stated that this was at the State Auditors advice due to tracking of time spent on roads and the additional cost during an audit to check on this. Mark Hickey moved to pay the trustees 100% from the general fund with a second by Douglas Campbell. Roll call all yes. Duane Jenkins moved to keep cemetery rates as follows:
Mark Hickey seconded with roll call all yes. Mark Hickey moved to have Ashland Monument do all cemetery footer work with a second by Douglas Campbell. Roll call all yes. Douglas Campbell stated that he had spoken with Richard Johnson about being the township safety officer. He moved to appoint Richard as safety officer at $20/month paid quarterly with a second by Duane Jenkins. Roll call all yes. The safety officer will be expected to turn in a monthly report. Mark Hickey moved that the records commission board consist of the Board of Trustees and the fiscal officer with a second by Douglas Campbell. Roll call all yes. Douglas Campbell moved that no records be destroyed with a second by Mark Hickey. Roll call all yes. Douglas Campbell moved to contract with Ohio Billing for all fire and EMS billing with a second by Duane Jenkins. Roll call all yes. Mark Hickey stated that he had received a quote from Jake’s Lawn Care for the mowing contract. The prices were the same as last year with the addition of the mowing of the ball field. Douglas Campbell stated that he would like to review the cost of previous lawn care services and the finances before making the decision. Douglas Campbell moved to table approval of temporary appropriations as the fiscal officer did not have ample time to prepare them. Duane Jenkins seconded with roll call all yes. Douglas Campbell turned in his bond and oath paperwork. The fiscal officer turned over the key ring of keys to him. Douglas Campbell moved to use the standard IRS mileage rate for 2008 to reimburse mileage with a second by Duane Jenkins. Roll call all yes. Douglas Campbell moved to appoint Mark Hickey to the Ashland County Health Board with a second by Duane Jenkins. Roll call all yes. Douglas Campbell opened the meeting for comments from the floor. Janice Steele stated she appreciated being retained as the Zoning Inspector. Faye Schwab asked if the Ladies Auxiliary could continue to purchase cleaning supplies and submitting them for reimbursement. The trustees stated that they could continue to do it this way. Fiscal Officer Denbow stated that the appointment papers for the Water Authority Board needed a resolution to appoint. Duane Jenkins made said resolution with a second by Mark Hickey.
