Meeting Minutes

Chairman Douglas Campbell called the meeting to order with the Pledge of Allegiance at 7:03 pm on March 3, 2008.

Chairman Douglas Campbell advised all that the Fiscal Officer would not be in attendance due to medical reasons and had asked Peggy Skinner to take the minutes since she was the Secretary of the Sullivan Township Zoning Board and she accepted.

Chairman Douglas Campbell made a motion to go into executive session for the Interviewing candidates for the Township Fire Chief at 7:06 pm; Vice Chair Duane Jenkins second the motion, (All in favor)

Chairman Douglas Campbell made a motion to resume their regular meeting at 8:07 pm, with a second from Vice Chair Duane Jenkins, (All in favor)

Vice Chair Duane Jenkins made a motion to hire Jeff Shelton as Fire Chief of Sullivan Township Fire Dept at $300.00 a month, Chairman Douglas Campbell second the motion.
Douglas Campbell-yes Duane Jenkins-yes Mark Hickey-no congratulated Jeff Shelton and welcomed him aboard.

Moving on with the Meeting.

A.J Singh was present to turn in his rent payment for the month of March,2008.

Chairman Douglas Campbell states the first thing they have is the approval of the minutes, Vice Chair Duane Jenkins states that he has not received any minutes, Chair Douglas Campbell made a motion to table 3 sets of minutes with a second from Vice Chair Duane Jenkins.

Trustee Mark Hickey has the bag from the Fiscal Officer Susan Denbow,

Chair Douglas Campbell made a motion to pay the bills first with a second from Trustee Mark Hickey. (All in favor)

Trustee Mark Hickey states that Fiscal Officer Susan Denbow left notation that; they need to inspect the time sheets for the road crew. And that their checks would need to be held until Friday.
Chairman Douglas Campbell and Vice Chair Duane Jenkins and Trustee Mark Hickey have inspected the time sheets for the road crew.

Chair Douglas Campbell read the minutes from their Special Meeting that was held on Feb. 26, 2008, Chair Douglas Campbell moved to approve and Trustee Mark Hickey second Vice Chair Duane Jenkins abstained due to the fact he was not present to sign the checks.

Trustee Mark Hickey states that Fiscal Officer Susan Denbow has placed the Jan Bank Reconciliation to be signed, also the Jan Monthly reports and a copy of the permanent appropriations, Trustee Mark Hickey stated that they need a resolution to sign appropriations, Vice Chair Duane Jenkins states that they need to hold up until Fiscal Officer Susan Denbow is present at the next meeting to answer the question that they may have.

Trustee Mark Hickey had a reimbursement form for mileage when Steve Denbow and Mike Trull took 2711 to get the foam hose fixed which was not fixed. Chair Douglas Campbell made a motion to table and Vice Chair Duane Jenkins second. (All in favor)

Trustee Mark Hickey had an invoice for Nor Tracks for the amount of $500.00, Vice Chair Duane Jenkins asked to see other bills for Nor Tracks before they pay the bill.

Trustee Mark Hickey had a Court Stenographers Transcript from the Sullivan Zoning Board of Appeal Public Hearing and attached to it was the bill.

Trustee Mark Hickey stated that OTARMA needed renewal questionnaire. Mark Hickey gave Chair Douglas Campbell the name and phone number of Mr. Thomas Welch 1-888-748-7966 ext. 3112 Chair Douglas Campbell to give him a call.
No motion was made on this.

Janice Steele- Zoning Inspector Report
Janice Steele states that everyone has her report.
Janice Steele has also presented the Trustees with a map she states Christina Jordan gave her in 2003, Chair Douglas Campbell had asked Janice Steele why she felt the need to turn these maps in when there was questions regarding the map a few months back why did she hang onto them. Chair Douglas Campbell has stated that these maps are null and void and need to be placed in the records room.

Chair Douglas Campbell had question Janice Steele on the Aaron Miller payment because they have not seen it in the receipt register and Janice Steele produced a copy of his check, which was received in Dec. of 2007.

Chair Douglas Campbell has asked Trustee Mark Hickey to make note for Fiscal Office Susan Denbow to get a copy to them of the Tax Exempt form for the Ohio Fuel Stop.

Chair Douglas Campbell has asked Trustee Mark Hickey to make note for Fiscal Officer Susan Denbow regarding the request from Peggy Skinner on the minutes for the years of 1994 and 1999 for the full years of each.

FIRE
Bob Knowlton had turned in a Bill for the P.O. Box 60 this bill was sent on Feb. 28, 2008 and due Feb. 29, 2008.

EMS

Interim Captain Cindy Benner has asked for approval on the filling out the application for Valley Gas to get the O-2 tanks filled she has also requested a copy of the tax-exempt blanket certificate.
Interim Captain Cindy Benner has also requested permission from the Trustees to be able to fill out for Grants for Fire & EMS.
Interim Captain Cindy Benner has also put these requests in writing and has asked for their signatures on these requests.
Chair Douglas Campbell made a motion for Interim Captain Cindy Benner to be able to finish filling out the paper work for Valley Gas with a second from Vice Chair Duane Jenkins (All in favor)

Vice Chair Duane Jenkins had made a motion for Interim Captain Cindy Benner to be able to apply for grants with the stipulation that these grants would come to the Trustees before sending them, Chair Douglas Campbell second the motion with the amendment that all grant money would come to the Township Fiscal Officer (All in favor).

Interim Captain Cindy Benner has also requested permission to be able to work on the Continuing Ed. Site Number, Interim Captain Cindy Benner has stated that if they could get their Continuing Ed Site number they would be able to get their Continuing Education right here in our Township which would not leave our Township without any EMT’s or Fire personnel. Trustee Mark Hickey asked if there would be a charge for other Townships on Continuing Education and Interim Captain Cindy Benner stated that this would at no charge.

Vice Chair Duane Jenkins would like to hire Interim Captain Cindy Benner to become our EMS Chief, Vice Chair Duane Jenkins had asked Interim Captain Cindy Benner if she would like to take this position and Interim Captain Cindy Benner accepted.
Vice Chair Duane Jenkins made a motion to hire Interim Captain Cindy Benner at $300.00 a month to be EMS Chief, Chair Douglas Campbell second the motion.

Trustee Mark Hickey felt it should be advertised in the paper.

We need to get working on the New Letter to let the Residents know when the Clean Up Day would be for our Township.
Vice Chair Duane Jenkins has also received the New O.R.C on JUNK and feels it should also go into the New Letter for the residents to read and if it applies to them they would do something on their own if not then the Zoning Inspector would do their part and if it can’t get done then the Trustees would handle it.
Chair Douglas Campbell would proof read the News Letter before mailing them out.
Vice Chair Duane Jenkins advised that the letter for Steve Denbow and Mike Trull removal would go out registered mail if no response back from either one of them then it would have to go to court.

EMA Office on Sky Warn Class will be held March 12, 2008 at 6:30 pm. At the Annex Room at the Ashland County Sheriff’s Office.
Trustee Mark Hickey had received a letter from Mrs. King of Ho Kno No School the letter was not mailed to the Township, the letter was in regards to the plowing of the parking lot. Chair Douglas Campbell said that our roads come first and if the road crew is over there then they can swipe thru the drive and parking lot but our roads are their first priority.
Trustee Mark Hickey received a Zoning Seminar Registration and had asked for approval to attend Mark Hickey has also stated that Zoning is a very important factor for this Township and felt that all Trustees should attend. Vice Chair Duane Jenkins feels that this is a conflict of interest for the Trustees to attend.
Chair Douglas Campbell made a motion for the Zoning Commission Board Members to attend and Carol Stastic from Zoning Board of Appeals for all 4 sessions Janice Steele would like to attend at least 2 of the sessions and Roy Phillips from Zoning Board of Appeals would also like to attend and Mark Hickey to attend. Vice Chair Duane Jenkins regretfully said yes but second the motion (All in favor).

Vice Chair Duane Jenkins has stated that Otarma would pay for all drug testing for all members on the Fire Dept. Otarma said it would lower our rates if this is done. Disturbing issues arouse from this so it is time to move on Trustees will look into it some more.

Chair Douglas Campbell ran into a Mark Hickey road block with Ed Meixner, Trustee Mark Hickey took it upon himself to meet with Ed Meixner with his bid proposal on the roads, Mark Hickey you had no right to put out his bid proposal. Now the County is reluctant to talk with Chair Douglas Campbell because he feels there is turmoil in the Township and feels this needs to be worked out first.
Vice Chair Duane Jenkins feels Trustee Mark Hickey is inferring with things in this Township.

OPEN TO THE FLOOR:
Susan Denbow had asked Janice Steele if she would be able to open the Community Room for the Board of Elections. Carol Stastic will give Janice Steele her key for the room.

Donna Riley
Asked about setting up time with Susan Denbow and Trustees to transfer all Township equipment. Chair Douglas Campbell made a motion to hold a Special Meeting to turn over all Clerk’s equipment on April 1, 2008 at 8:00pm
Donna Riley has also request that the Clerk makes an inventory list of what she is turning over.  Vice Chair Duane Jenkins second the motion (All in Favor)

Donna Riley has advised the Trustees that she has contacted Nova Telephone to have all lines ran to her home. Donna also advised that the Township would be billed $80.00 to do this work.

Robert Palm had a brief discussion with Vice Chair Duane Jenkins regarding the issues with the Fire Dept. Members Mike Trull, Steve Denbow and Gary Hollingsworth.

Chair Douglas Campbell made a motion to adjourn the meeting at possibly at 10:00 pm with a second from Trustee Mark Hickey (All in favor)
