Sullivan Township Trustees
The meeting was called to order at 7:00 PM. By Douglas Campbell. Followed by the pledge of allegiance. Campbell stated, the meeting is being taped for the benefit of the Clerk. Jenkins made a motion to approve the Feb. 22, 2008 minutes. With a second from Campbell. Roll call all yes. Campbell made a motion to approve March 17, 2008 minutes, with a second from Jenkins. Roll call all yes. Campbell announced we had an informal meeting to transfer township records and equipment to the newly elected Fiscal Officer. Jenkins and Susan Denbow stated, the exchange went well. Campbell stated there was a Fiscal Officer’s inventory list on the computer that was brought to the meeting by Donna Riley. Susan Denbow read the inventory list and stated it was fine. Campbell stated the inventory list would now be added to the minutes township record. Campbell made a motion to pay the bills. Jenkins second the motion Roll call all yes Fiscal Officers Report Issue 2 applications were turned in and must be completed by Sept. 1, 2008 Copies of zoning permit applications and building permits (#201-225) were given to Janice Steele Carol Stasick was given copies of Zoning Board of Appeal minutes of the public hearings for Aaron First quarter taxes for Sullivan Township were received. $91,975.16 Copies of Sullivan township tax revenues were given to the Board of Trustees OTARMA- Gary Hollingsworth, Paul Lower, and Mark Hichey were added to the CDL list Also Added to the list was a Rota tiller OTARMA- Insurance renewal was $16,982. Township received was $3,545 discount for VIP Credit, CDL Credit. Total was $13,437. Ron O’Steen, has receits that show his balance to be $350.00 not $400.00 on two Cemetery Plots Campbell met Donna Riley at Chase Bank to have her name add to the township account Campbell asked Gary and Paul if getting paid twice a month would be ok, they stated yes. Campbell made a motion to pay the road guys on May 1st and the 15th of the month starting in May with a second from Jenkins. Roll call all yes. Campbell made a motion for the Fiscal Officer to purchase a laser copier costing up to $400.00. Jenkins second Roll call all yes. The old copier will stay at the community room Road Supervisor Report Township Road 462 will be closed on 4/10/08 to 4/11/08 to replace a culvert. Gary contacted the school and the Fiscal Officer will post road closing in the paper. Gary requested 500 tons of stone. Campbell made a motion to purchase the stone. Jenkins second Roll call all yes. Gary asked about replacing culverts on Twp Rd 150 near 281. Hickey advised Gary to talk with Mr. Ringler. Campbell made a motion to spend up to $1,000. On these culverts. Jenkins second Roll call all yes. There was brief discussion between Gary and Hickey about culvert permits, policies for installing culverts, and how the policies and procedures should work. All dirt needs to be removed from the Township Garage. Jenkins stated that the dirt should be delivered to those who have waited the longest. He said to go by the dates on the request forms. Campbell asks the Fiscal Officer about the stone bids from last year. Campbell will get the bid ready for chip and seal to be posted in the paper. AJ Singh and the trustees discussed purchasing gas pumps for Ohio Fuel Stop. Campbell made a motion to go with TOKEHEIM 262A cost of $17,000.00 Jenkins second. Roll call all yes. AJ Singh turned in April’s rent payment $1,000. Jenkins stated at a meeting in March that township was turned in for using red (off road) fuel in on road vehicles. Carl Richert name Tony Leonetti as one of three people who had made the complant. Jenkins contacted Carl a second time and Carl stated that he was mistaken and that Tony did not make the complaint. Jenkins apologized to Tony for bringing his name up in a township meeting. Tony accepted the boards apology and thanked the trustees. Fire Chief’s Report Chief Shelton requested a ream of paper. Fiscal Officer will get the paper to Chief Shelton. Chief Shelton asks the trustees to purchasing a 2001 Chevy Blazer from Harrison Ford as a first responder vehicle. Total price $6,150.00 Hickey wanted to know where the vehicle would be housed. It was decided it would be housed at Chief Shelton’s home in Wellington. The vehicle will only be used for Sullivan Fire and EMS calls, and for training to save on mileage. Fiscal Officer will check with OTARMA to see if the vehicle can be housed at the Chiefs home. Campbell made a motion to purchase the vehicle for Sullivan Township at a cost of $6,150 from the. EMS Fund. Jenkins second Hickey wanted to view the vehicle first and voted no. Roll call Jenkins and Campbell yes Hickey no. Chief Shelton announced there were two promotions within the department. Gary Hollingsworth was promoted to Lt. and Phyllis Bauer was promoted to EMS Captain. The Chief had two applications for new fire members and he was satisfied with the qualifications of the candidates. They will need to attend fire training classes and stated there is a thirty six hour class in October. Campbell made a motion to accept the candidates as probationary members. Jenkins second Roll call all yes. EMS Chief Report Jerry Bauer purchased grave markers for Firefighters who have passed on. The cost is $30-$40 dollars. He wanted to order approximately 12. Also wanted to purchase Firefighter flags to go inside the markers. Jerry has already purchased the flags. Campbell made a motion to purchase 12 markers and reimburse Jerry for the flags. Jenkins second Roll call all yes. Sullivan Township received a $3500 grant that was filled out by Christina Jordan. The Department would like to buy a deluxe stair chair. This chair holds up to 500 Lbs. Campbell made a motion to purchase the chair with the grant money. Jenkins second Roll call all yes. At the recommendation from EMS Chief Cindy Benner, Jenkins made a motion to bring Douglas Campbell and Judy Kocab back on the department as EMT’s as probation members. Hickey second roll call Jenkins and Hickey yes and Campbell abstained. Judy is also an instructor and will assist with training Trustees, Fiscal Officer, and all employees must take the NIMS training through FEMMA. Chief Benner announced that the NIMS training will be held at the community room on April 8, 2008 between 7:00 - 10:00 pm and on Saturday April 19, 9:00-12:00 am. All Fire Department members need NIMS training to make the township eligible to receive FEMMA grants. Campbell requested the trustees to amend an earlier resolution stating that n fire or EMS members could run lights and sirens outside of the township. Our new Fire Chief and EMS Chief live outside the Township and can not run with lights and sirens. Campbell wants to give the Chief the authority to say who on the Department can run lights and sirens outside Sullivan Township. Jenkins asked Chief Shelton if he wanted to take that responsibility. Chief Shelton stated that he would. He has talked to Wellington and Troy’s Fire Chief’s and they had no problem with members of our department running lights and sirens in their district as long as they drive in a safe manner Zoning Inspector Report Janice turned in her NIMS certificate to Chief Shelton for his records. Campbell stated the township will need copies for their records also. Janice turned in forms to be adopted. Notice of action and fact of findings. Campbell made a motion to accept the forms. Jenkins second Roll call all yes. Hickey stated the forms needed to be changed from Geauga County to Ashland County. There was a brief discussion between Paulette Swiger, Trustees, and Janice Steele about personal information being placed on the web site. Janice Steele apologized. Campbell stated he received an e-mail and all e-mails are public. Hickey suggested that the resolution book should go on the Web Site Campbell made a motion second by Jenkins to remove the zoning inspectors report from the web site. Roll call Campbell and Jenkins yes Hickey no. only approved trustees and zoning minutes is to go on the web. Trustees had a brief discussion about a zoning violation on St Rt. 58. Janice stated they have two options. They can do a lot split or take the house down. They paid for a permit for an addition, not for new construction. The paid for a permit with a check and did not give a purposed drawing of their intent. Trustee Report Hickey discussed the dust bond. Mr. Dawson was present from D&D to address the trustees about the dust bond. Hickey had information on CDBG Grants. About $90,000 will be divided between the townships. Hickey made a motion to proceed with the CBDG Grant to replace the township side walks. Jenkins second Roll call all yes. If it is granted, it will be awarded next year in 2009. Hickey presented the mowing bid to be posted in the paper. Bids will be received and opened on 4-21-2008 at 8:00 PM. Campbell made a motion to accept Jenkins second Roll call all yes. Fiscal Officer will post it the paper. Hickey went to a Government day in Ashland and he turned a book over to the Fiscal Officer. There is going to be a survey on St.Rt. 224 this year. Road Grindings removal will start in about 45 days. Hickey stated they will try to get 3000 tons of grindings. Hickey asked Gary to check on a roller. Hickey read a letter from Homerville Grace Brethren Church they are requesting permission for the youth group to hand out free coffee, snacks, and windshield wiper fluid on Sat. April 12, 2008. They want to give something back to the community. Trustees stated it would be ok. Hickey asked about his request for the Zoning Records. Riley stated that she would have the records at the next meeting. April 21, 2008 there will be a pipeline safety course. Hickey asked if the trustee’s would change the meeting date. He wanted to attend the pipeline meeting, but he did not want to miss the trustees meeting. The Trustee’s had a brief discussion and decided to have the township meeting on the regular scheduled date. Campbell read an outline of the quarterly Newsletter. Jenkins made a motion to accept the letter as presented. Campbell second Roll call all yes. Campbell turned in the Fire Indemnity Board minutes for March 21, 2008 to the Fiscal Officer to be sent in. Jenkins had a bid from Accurate Mechanical Services Inc. to install furnace and A/C system. Open To the Floor Mark Schwab inquired about the drain tile in the ditch on Twp. Rd. 150 about 20-25 ft. from his driveway the tile is blowing out. Faye Schwab questioned the mowing bids. Janice Steele asked about a Fire Dept grave markers for her Dad’s grave. Mr. Fiffle from C0. Rd. 40 said his neighbor filled the road ditch and water is coming on to his property. He was advised to contact the County. The trustee’s have no say on County roads. Fiscal Officer informed the Fire and EMS Chiefs that OPERS or Social Security must be deducted from their checks. Chief Shelton stated Social Security, EMS Chief Benner stated OPERS. Campbell made a motion to adjourn the meeting at 9:55 with a second by Jenkins Roll call all yes.
