Regular Business Meeting
April 21, 2008

Attendance:

Duane Jenkins, Trustee

The meeting was called to order at 7:00 PM. By Douglas Campbell. Followed by the Pledge of Allegiance.
Campbell moved to approve April 7, 2008 minutes, Jenkins second. Roll call all yes.
Campbell stated the meeting is being taped for the benefit of Sullivan Residents.

Campbell moved to pay the bill, Jenkins second, Roll call all yes.

Fiscal Officer’s Report

Turned in road employees time sheets. They were signed by Campbell
Turned in monthly finical statements. Signed by Campbell and Jenkins
Turned in information about Law Books. Campbell moved to purchase the 2008 Thomas West Law Books for the Zoning Board, cost $185.00. Second by Jenkins, Roll call all yes.

Paulette Swiger received 23 pages of Township Records that she requested. The cost was $2.30. She paid by check. Paulette Swiger questioned why the Zoning Inspectors job description was not signed. Jenkins stated it is not required. The job description was given to the Zoning inspector in a meeting.

Trustees discussed Fire and EMS funds. To be put on the ballot. The EMS receives more funds but they can not be used to purchase equipment for the fire department. The trustees want to combine the emergency funds to used, for fire or EMS needs. Campbell moved to the issue on the ballot Second by Jenkins, roll call all yes

Turned in information from Sawer Company about chip and seal mat Gary will quote.

Gave chief Shelton a copy of the Fire Indemnity Board Members

Received a letter from Mary Taylor She is the C.P.A. they will be upgrading the Township Computer June of 2008. Trustees moved to let the secretary on the Zoning Commissions Board use the computer after serial numbers have been documented in a Township Meeting. Jenkins second. Roll call all yes.

Turned in invoice from Nortax. For $542.73 for labor and mileage on the grader. Paul stated the Grader still had the same problem. Gary will find out why the repairs did not solve the problem. Jenkins asks for a copy of the invoice for the repairs on the Grader.

Checked on copier at Irwin’s. The cost was $499.00 with fax machine $450.00 without .Campbell amended the previous motion of $400.00 to $1000.00 to purchase a copier second by Jenkins. Roll call all yes.

Informed the Trustees that they have $150,000 that can be used for chip and seal.

Trustee Campbell

Campbell moved to upgrade the cell phones not to exceed $150.00 and to only be used for township business. Second by Jenkins. Roll call all yes. Jenkins will write cell phone policies to be followed.

AJ turned in quote for replacing the gas pumps. Total cost $21,753.11


Fire Chief Report

Chief Shelton tuned in two bills. Rapid 2 Way $185.00 and Galls $454.95
He also recommended Ed Gregory to be put on the Fire Department as a probationary member.
Campbell moved to accept Chief Shelton’s recommendation second by Jenkins. Roll call all yes.

Chief Shelton announced that Avon Fire Department donated a 1972 Fire Truck with 19000 miles and new tires to Sullivan Township for free. Avon Fire Department waved the $2000 dollar fee. He turned over an ordinance letter to protect all parties.

Campbell moved to send a thank you letter the Avon Mayor and Chief Root. Second by Jenkins. Roll call all yes

EMS Report

Chief Shelton gave the report for the EMS. He reported that Sullivan Township received a Grant for L.M.R.E. in the amount of $2,400. The grant will be used to purchase tables and chairs for the training room.

In the last few months Sullivan Township Fir and or EMS has received $8,000 in grants. Campbell moved to set up an account with Home Depot or Sam’s Club to purchase the items. Second by Jenkins. Roll call all yes.

The chief stated that Cindy Benner has received compliments about how the Fire and EMS and the good job they are doing.

The Chief stated that training on NIMS will be held May 15, 2008. Class 100 will start at 5:00PM. To 7:00PM.Class 700 will be from 7:00PM to 10:00PM on May 17, 2008. Class 100 from 8:00AM.to 10:00 AM and Class 700 from 10:00AM to 1:00PM. The classes will be held at the Sullivan Township Community Room.

The Chief stated that the training is required by Federal Law and that all members must comply. He stated if members refuse to take the training. I will have no choice but to remove them from the Department.

Campbell moved to purchase a 2003 GMC Truck to be used as a grass buggy for the Fire Department. The cost not to exceed $13,000. Second by Jenkins. Roll call all yes. The old Grass Buggy will be donated to the Township to use by the road employees.

Mowing Bids

M.T.C from Wellington $600.00 per mowing

Chad Barr from Ashland $615.00 per mowing

P.C. Landscaping & Lawn Maintenance $550.00 per mowing

Jakes Lawn Care form New London $600.00 per mowing

Campbell moved to accept the mowing bid from P.C. Landscaping. Second by Jenkins. Roll call all yes.

Trustees and Jake had a brief discussion about who should receive the Mowing Bid.


Zoning Inspector’s Report

A brief discussion between Janice and trustees about Mark Hickey’s alleged violation and Hickey’s letter that Campbell read.

Zoning Inspector Steele stated that Mr. Hickey had 12 days on his violation to comply.

Ron Blessing questioned Janice about his neighbor Mr. Hopkins. Mr. Blessing wanted to know what was being done. Janice informed Mr. Blessing that Mr. Hopkins has done some cleaning up.

Campbell question Janice why she stated a building permit for Paulette Swiger, then wrote denied on it. Janice stated it wasn’t a permitted use where her property is.

Road Report

Home owner on Twp Rd 581wants Sullivan Township to replace his culvert if possible. Campbell and Jenkins stated, they cannot replace culverts for private home owners.

Campbell moved to pay the cost of a Hotel Room for Gary and Paul for training not exceed $100.00 for the night. Second Jenkins. Roll call all yes

Campbell moved to purchase 4 loads of cold mix to patch the roads. Jenkins second. Roll call all yes.

Safety Equipment for road employees. 2 sets cost $168.00. Campbell moved to purchase the safety equipment. Second by Jenkins. Roll call all yes. Fiscal Officer will set up the account with Gemplers.

Paul wanted to know if the dirt at the garage could be delivered to the property of employees of the township. The Trustees said no.

Paul had a discussion with the trustees about renting a roller. The cost $4450 per month. The trustees decided not to rent the roller at this time.

Campbell moved to have the Fiscal Officer post the Stone Bid in the paper for three days. The bids will be received until 7:00PM May 19, 2008. The bids will be opened during the meeting. Second by Jenkins. Roll call all yes.

Opened to Floor

Richard Johnson asks about the News Letter. The trustees stated it will be out soon.

Peggy Skinner commended the Fire Department for the good job they are doing

Ron Blessing asked about the grading of Twp Rd 462.Paul stated that they did grade 462 but they will re-grade as soon as possible.

Campbell moved to adjourn the meeting at 9:15PM. Second by Jenkins. Roll call all yes.
