Sullivan Township Trustees
The meeting was called to order at 7:00 PM by Campbell followed by the Pledge of Allegiance. He stated the meeting is being taped for the benefit of the township. Hickey approved April 21, 2008 minutes with on correction. Campbell second. Roll call all yes. Campbell announced that Trustee Jenkins would be late for the meeting. Hickey questioned two checks for David Spieker. Fiscal Officer explained one was for an Ink Cartridge and one was his pay check. Judy Kocab spoke briefly about Farm Land Preservation. Fiscal Officer Report Fiscal Officer was penalized 5% for not having the letter (N) before the names of a new employee. The mistake cost township $46.76 that was paid to OPERS. The trustees reviewed and signed the monthly Bank reconciliation Statements and monthly reports. Campbell made resolution to adopt the Records Policy from Attorney Marc Dann’s Office. Hickey second Roll call all yes. The trustees made the Resolution, Campbell moved to schedule Public Records reviews on Thursdays each week at 10:00 AM – 2:00 Pm. Hickey second Roll call Campbell–yes Hickey-yes. Campbell moved transfer township funds from the general fund to the Cemetery fund when necessary for mowing. Jenkins second Roll call all yes. The township received a State of Ohio Building Code Book. The trustees told the Fiscal Officer to return the book. Sullivan Township does not have Building Codes. PC Landscaping turned in an invoice for $250.00 for cleaning the cemeteries and all the three corners of township property. Campbell move to pay the invoice. Jenkins second Roll call Campbell-yes Jenkins-yes Hickey-no. Hickey stated the cleanup should have been posted. Campbell stated it was the trustees fault that the cleanup was not done. He stated, the cleanup had to be completed before mowing. Turned in an invoice from Power Plan on the Grader. For $1087.80 Jenkins will contact them. Turned in copies of e-mail from residents, Chip and seal bid notice that was in the paper, and a publication from the Auditor of the State of Ohio. Campbell move to approve the ad written by the Fiscal Officer to hire a Zoning Inspector. The ad will be posted in the paper three times. Jenkins second Roll call all yes. The applications will be opened on June 17, 2008 during the township meeting. Turned in Janice Steele’s inventory list. The CD on zoning will be turned over to David Spieker. Turned in Road Employees Records. Comp time, holiday, sick leave hours. All comp hours must be used by the end of May 2008. Sick leave hours and comp hours cannot be carried over to the next year. Turned in Paulette Swiger’s records request list. She received the CD dated August 20, 2007. Cost one dollar. Campbell moved for the Fiscal Officer to request a legal opinion on some documents that were requested by Mrs. Swiger. Hickey second roll call all yes. I informed the trustees that Paulette had requested township minutes from 1991 through 2005. I looked in the records room for the records. I could only find 1993, 1995, and 2000 – 2007. Campbell moved to pay $153.52 for mileage for Gary and Paul to attend training in Marietta Ohio. Paul and Gary will ride together. Turned over to Mark Schwab his Public Records Request. Transcript of February 22, 2008 and March 17, 2008 minutes. Cost #13.60. He paid with a check. Turned in three stone bids. Archer and Sons, Erie Black Top, and Harry Rowland Jr. Inc. Hickey move to accept the bid from Archer and Sons. Jenkins second Roll call all yes. Campbell stated that Fiscal Officer needs to be added to Verizon for a cell phone. Jenkins will contact them. Fiscal Officer will give him the account and cell phone numbers. The Gas Pumps at Ohio Fuel Stop Owned by Sullivan Township are out dated. Hickey move to purchase and install new Gas Pumps at a cost of $22,153. Jenkins second roll call all yes. Campbell moved to suspend the rent for the Gas Station at $1,000.00 a month for the next twenty two months. The rent payment will make the payments on the pumps. The twenty third month will be prorated and the remaining balance will be paid. Hickey second Roll call all yes. The maintenance will continue to be performed by the operators of Ohio Fuel Stop. Road Report Gary had nothing to report. Hickey questioned Gary about the road that washed out at Mr. Hoppers. He stated, the culvert pipe is crushed on the south end. Gary will look at the problem. Hickey ask Gary if he had looked at the road on twp. Rd. 150 and 281.Gary stated, he had not scheduled it to look at. He said he will take the fifteen inch culvert out. Hickey stated it’s not a culvert issue. The problem is on top of the hill. The four foot culvert at 281 where the surface has gone bad. Gary ask the trustees if they had any information about the grindings that will come from US 224 when they pave the toad. They will start resurfacing on June 1, 2008. Campbell ask about the cold patch. Gary stated that he had two loads left at the County Garage. Zoning Report Spieker turned in a permit from Grace Baptist Church. He contacted Richland County about the permit. Chief Shelton did not attend the meeting because of a family emergency Chief Benner brought the Stair Chair to the meeting for the pubic to view Chief Benner stated, that Bob Knowlton ordered supplies for the Squad. The bill for the supplies was $437.50. She can confirm that bill. She also stated that there is a bill for $215.83 that she has no confirmed. She will continue to look for verification of this bill. Chief Benner needs a PO for the Pulse Ox, dost $165.00 to have it repaired. Campbell moved to pay for the repair. Jenkins second Roll call all yes. Benner requested a Cartridge and Ink for the 911 Fax Machine Bio. From Dale Muetzel. He is an RN from Med Flight. He wants to join the department as an EMT. Also he is an Instructor. Jonathon Brown wants to join the department as a Fire Fighter. Campbell moved to accept the two new members. Jenkins second Roll call Campbell-yes Jenkins-yes Hickey no until they put in an application. James Wolfe wants to join the department as an intermediate EMT. He left the department in good standing. Chief Shelton and Chief Benner approves of him joining the department. He will not need an application. Campbell moved to approve. Jenkins second Roll call all yes. Chief Benner ask the trustees if they were going to adopt the SOP’s form Wellington. She was asking to resubmit them. Campbell moved to amend a motion made at a previous meeting for L.M.R.E. to install one light at the Fire Station and for the motion to include two lights at the Fire Station. Jenkins second Roll call all yes. Trustees told Judy Kocab to submit a bill for NIMS training. Hickey stated that compensation should have been discussed before the training. There was a brief discussion on the site number for grants and training. Sullivan Township Fire and EMS now has Instructors on the departments. Jenkins moved to change the Sullivan Township Fire Department’s name to Sullivan Fire and Rescue. Campbell second Roll call Jenkins-yes Campbell-yes Hickey-no. Campbell stated that the State, Prosecutor’s Office, EMS Board and the Fire Marshall should be notified of the mane change. Gary will take comp time on May 23, 27, 30, 2008 Trustees Report Hickey turned in his NIMS 700 Certificate Hickey turned in a letter from the Prosecutor’s Office dated April 29, 2008 for Public Record. Campbell read Hickey’s Legal Opinion from the Prosecutor’s Office. The letter was about the Ashland County Planning Commission Board and Mark Hickey. The letter talked about concerns of conflict of interest/ Don McFadden signed a dirt release form. The township is ditching near his home and he would like the dirt delivered. Hickey had a brief discussion about Price Septic applying cleaning treated sewage on the properties of Sam Piper and John Cowhick. Hickey stated that Price was informing the township of his plans. Campbell stated that he would not want sewage near his property. Hickey will get more information. Hickey stated, he did not talk with anyone about the tree removal. Jenkins talked about the electric at the ball field. The Softball Association would like to have the electric turned on. Campbell stated this is township property and the bill should come to the township. Hickey moved for the bill to come to the township. Campbell second Roll call all yes. Fiscal Officer will call L.M.R.E. Hickey will secure the electrical panels so no one gets hurt. Campbell talked about the auction and the of Township Equipment at R.L.C.W.A. Equipment sold as listed Fire Truck 2713 - $2,200, Yellow Dump Truck $1,300, Wheel Horse Mower $1,050, Small wheel Horse Mower $950, Four Tires $55.00. Campbell had a complaint from Vicky Cobbler from Polk about the mowing in the Cemetery. Campbell went to check. Some of the grass was mowed but it was still wet. He stated they will finish the mowing the following day. Campbell spoke with Ed Mexiner Ashland County Engineer. He stated that the Engineer would only talk with one person from Sullivan. Jenkins moved for Campbell to the Liaison for the road projects for the rest of 2008. Campbell second. Roll call. Jenkins-yes, Campbell-yes, Hickey-no. Hickey stated that all trustees should be able to talk with the Engineer. The trustees had a discussion about Twp. Rd. 581 and the two miles of repaved road work. Campbell wanted to know if Lytle Construction was responsible for the repairs that are needed. Gary stated that he spoke with Lytle three weeks ago but Lytle had not had the time to drive the roads. The trustees believe that Lytle will repair the road. Campbell announced that the Memorial Day activities will start at 10:30 and that Cleanup Day was very successful.
Wolfe submitted and additional quotes on installing the new furnace in the Records Room. The additional quote was $386.00. Campbell moved to amend the previous motion to include the new quote. Jenkins second Roll call all yes. Janice Steele turned in the maps to David Sieker. She stated that she would pay for a new Zoning Book Draft for the Zoning Board. Campbell stated he will turn in his copy of the Zoning Book Draft to the Zoning Board. Mark Schwab asked if Spieker was bonded. Fiscal Officer stated that he was. Peggy Skinner requested that all trustees turn in the drafts of the Zoning Book. The trustees stated they would turn their Books into the Board. Scott Minnich, complained about the culverts and ditches on Twp. Rd. 150. Mrs. Palm turned in two letters from Steve Denbow and Mike Trull. Campbell read the letters of records requests. The Fiscal Officer will have the records for them at the township meeting on June 17, 2008. Susan Denbow asked for permission for the Ladies Aux. to finish the pavilion and have electric ran for lighting and a couple of outlets. Hickey stated it would be a good idea. Hickey moved to approve the request. Campbell second roll call all yes. Trustees advised her that she would need a certified electrician to perform the electrical work. She is to bring the information requested to the trustees before the work begins. Carol Stasick announced that the Ladies Aux. will serve Hot Dogs. Sloppy Joes Pop and Chips on Memorial Day Donation will go to the Relay for Life Cancer Society. 10:30AM – 1:00 PM. Campbell moved to go into Executive Session for EMS Billing at 10:01 PM. Campbell moved to use SAKAL Collection Agency for Sullivan Township’s EMS Billing. Campbell moved to send seven accounts to the Collection Agency. Jenkins second Roll call all yes.
