Sullivan Township Trustees Attention: Douglas Campbell Chairman The meeting was called to order by Campbell at 7:00 P.M. Followed by The Pledge of Allegiance. Meeting is being taped for the benefit of the township. Campbell moved to enter into Executive Session at 7:07 P.M. for EMS Billing and Personal Issues. Campbell moved to enter into the regular Business Meeting at 7:24 P.M. Jenkins second. Roll call Jenkins yes Hickey yes Campbell yes. Had 29 EMS Bills to review Campbell moved to pay the bills. Jenkins second Roll call all yes. Hickey questioned the bill for PC Landscaping. He stated that the grass had not been mowed 3 times before Memorial Day. He didn’t sign the check. Campbell stated that he knew the grass was mowed three times, and the bill was paid. Fiscal Officer Report EMS Billing Review Chip & Seal Bids Small’s Asphalt Paving Inc. Henry W. Bergman Inc. Lytle Construction Inc. Fire Chief Report 2 letters from Ohio Billing, Fiscal Officer will send them in. Chief Shelton reported about a home that was burned at address 80 Co. Rd. 281. He sent a letter to Chris Simons. Chief wants him to get in touch with him and Chief Benner because of complaints from residents and also it is a safety risk. 2 Mutual Aid Agreements from South Lorain Ambulance and Firelands Ambulance Service for the trustees to sign. Campbell moved to sign the agreements Jenkins second Roll call all yes. Fiscal Officer will mail them. Chief Shelton reported the Grass buggy will be lettered this Saturday. The Water Tank will be transferred over form the old one so they can get it into service. 2 EMT’S completed their classes and they will be taking their National Test. Keith Rowe wanted Chief Shelton thanked the Trustees and the Township for paying for his training. He had on request, if the township would pay for him to attend Med. School? It would be a 1 year class. The Fire Department is short 4 pairs of boots and 5 pairs of gloves the $800.00 Campbell moved to purchase the equipment Hickey second Roll call all yes. Chief Shelton stated, 5 firefighters will be attending a 36 hour class on June 7, 2008 and they will complete the class on June 21st Cost $350.00 all material included. Campbell moved for them to attend Jenkins second Roll call all yes. Chief Shelton sent a letter to Rob Kowalacski and Christina Jordan. He wants to know if they are still interested being on the department. Rob has no NIMS compliance. Christina does have her MIMS, but has not responded to any calls for a long time. Campbell read the letter sent to them. Chief Shelton will table EMS Report Chief Benner addressed the bill from Akron Medical it was paid. And the remaining balance on the bill was $437.50. The trustees signed the check, and paid the bill for the purchase of the drugs. Chief Benner asked the trustees about paying for 2 EMT’S to take their state test at the cost of $70.00 per person. Campbell moved to pay for the test. Hickey second Roll call all yes. EMT’S will fill out a mileage form to be reimbursed. Zoning Report Spieker turned in his Zoning Report to the trustees. He stated that he talked to John Miller on St. Rt. 58 Spieker and the trustees had a brief discussion about the home in Sullivan that did not have a Building Permit. Spieker is to write a request for a legal opinion. Spieker had a brief discussion about the property at address 80 Co. Rd. 281 that had been burned. He spoke with Mr. Simons about this issue. Road Report Gary reported the mower needed 2 bearings for the cutter bar, and a pair of shoes for the side shield. It also needs new cutting teeth. The cost $738.40 Campbell moved for Gary to spend up to $1000.00 Jenkins second Roll call all yes. Gary requested 4 loads of Cold Patch Jenkins moved for Gary to order the Cold Patch Campbell second Roll call all yes. Gary requested 2 Batteries for the Red Dump Truck cost $130.00 for both. Campbell moved for Gary to purchase the Batteries Jenkins second Roll call all yes. Trustees questioned Gary about where the Cold Patch had been used? He stated, on township roads 350,581 and 391. He stated that most of the Cold Patch was used on 391. Trustees Report Campbell moved to have Hickey over see the Road Personnel if he would take the position. Hickey stated, stated that he would take the position on a meeting to meeting bases, as long as there was no finger pointing. Hickey will not be over any road projects Jenkins second Roll call all yes. Jenkins will take care of Power Plan bill. Jenkins stated that he will wait for input from the residents on the speed limit until the end of the month. Trustees had a brief discussion about a new squad. They had a demo squad present for the public to look at. Hickey stated they may want to contact Mr. Comstock and get his recommendation. Jenkins will contact Mr. Comstock on how to purchase a squad. He will try to get a tentative date for advice and have him send them an opinion on the purchase of a squad. Open To the Floor A.J. from Ohio Fuel Stop tuned in June rent payment. Peggy Skinner turned in a copy of the 100 and 700 NIMS Certificates for Jean Reams. She also had the Fiscal Officer sign the Zoning Board of Commissions legal opinion. Carol Stasick asked Gray about the hole on Twp. Rd. 462 Gary stated? he will fix it. She also asked Gary not to mow the ditch because of the Lilac Bushes Tom Sieter asked trustees about the sand at the baseball field. Campbell stated, the sand is the Baseball Associations responsible. They received 2 loads of sand. Jenkins stated Mr. James (Pete) Riley hauled the sand at no cost. Mr. Clark Mr. Gregory and Mr. Canfield leveled and graded the sand. Pat Dawson asked about the minutes on the Web Site? She also discussed the speed limits on the township roads. She commended Spieker on his Zoning Reports. She questioned him about his case on the Shooting Challenge. It was stated, that it is basically a dead issue. She asked if the Zoning Inspector’s position has been posted, she was informed that it was. Roy Phillips spoke about the House Bill on the study of speed limits. He did not believe the trustees would have to do a study, but not 100% sure. He also spoke about Mr. Spieker’s, situation with the township. He is the same as anyone else in the township. He should be able to have his opinion, and stand up for his rights.
