Sullivan Township Trustee Attendance Douglas Campbell Chairman
Meeting is being taped for the benefit of the Township. Campbell asked for a moment of silences for Butch Swope he was a Fire Chief in Sullivan. Campbell asked Jenkins and Hickey to approve October 2, 2008 minutes since he was not present. Jenkins moved to approve the minutes Hickey second Roll call Jenkins yes Hickey yes Campbell abstained. Campbell moved to approve October 20, 2008 minutes Jenkins second Roll call Jenkins yes Campbell yes Hickey abstained. Campbell moved to pay the bills and asked if there were any bills out of the ordinary. Fiscal Officer presented the Trustees with an invoice from Lodi Lumber on materials for the salt bend. Hickey addressed an invoice from Pioneer Products Inc. The Citrus Degreaser Cleaner cost $59.98 a gallon total cost $785.00. Hickey also questioned the invoice from Perkins Motor he stated that Campbell and Jenkins approved $100.00 for the air latch. Campbell questioned Gary about Citrus Cleaner. Gary stated it was the degreaser they ordered last year. There was 6 gals sent last year and the remaining 12 gals was sent to complete the order and they would bill the Township a year later. Gary stated he told the Trustees about this last year. Hickey stated he would abstain from signing the check for Pioneer Products Inc. Trustees asked the Fiscal Officer to check into this issue. Hickey questioned why an air latch would have to be installed on the Red Dump Truck. Gary stated it was hard to release the gate with the rope because the bed was twisted. Hickey asked Gary if he had filled out and Equipment Damage Report. Gary stated he didn’t know. Hickey abstained signing the check for Perkins Motor. Campbell made a moved to amend the motion of the purchase from $97.00 to $165.00 for Perkins Motors Jenkins second Roll call Campbell yes Jenkins yes Hickey no. Campbell stated that they did discuss the repairs for the Salt Building in the meeting. Campbell asked the Fiscal Officer if they had made a motion on the cost of the door for training room. Gary stated the door would cost over $600.00 because it was a fire proof door. Campbell made a motion to buy the door for $336.00 Jenkins second Roll Call all yes. The remaining balance on the invoice is $880.00 for materials on the Salt Bend. Trustees asked the Fiscal Officer to do some research on the invoice from Lodi Lumber. Trustees didn’t sign the check. Campbell moved to pay the bills Jenkins second Roll call all yes. Hickey didn’t sign the check for the Sullivan Fire and Rescue Auxiliary because he wasn’t present. Campbell moved to spend up to $1000.00 for the materials for the Salt Bend Jenkins second Roll call all yes. Pubic Concerns Peggy Skinner asked the Trustees to be reimbursed for mileage to Richland Blue Print for the Zoning Map to be copied by request from Tim Cooper from County Planning. He needs a copy for the agenda on November 12, 2008 for the Zoning Map and Book. Campbell moved to approve the mileage and $36.00 for the cost of the map. Jenkins second Roll call all yes. Peggy Skinner announced the Veterans Dinner will be November 11, 2008 from 6:00 P.M. to 8:30 P.M. Hickey stated Kim Edwards would be present and he hasn’t heard back from the other elected officials he invited. Ermal Alexander had a discussion with Trustees about the electric line repair to the Gazebo he will have a quote at the next meeting. Hickey asked when the repair is done if they would put in the caution electric tape before covering in the ditch. Fiscal Officer Report Jenkins signed Road Crews Time Sheets Asked Chief Shelton if 2711will escort the Funeral Procession for Butch Swope from Co. Rd. 40 to the Cemetery. Chief Shelton stated that would be taken care of it. Community Room will be rented on December 24, 2008 if the Fire Department isn’t having their Christmas Dinner that night. Chief Shelton stated they would not be. Informed the Trustees that Mr. Comstock’s office had contacted the Fiscal Officer and asked if the Township would need his services any longer if not they would close the file. Trustees stated they would like to leave the file open for the future. Fiscal Officer asked the Chief about a key to the Fire Department to let the Fire and Rescue Auxiliary in the kitchen for Veterans Day Dinner preparations. Chief stated that he couldn’t because of the Drug License and she is not on the Fire Department. Chief stated they will house the Squad at Station 2 the day before for the event and this would solve the problem. Hickey asked if this Auxiliary is part of the Township it was stated it is since it is part of the Fire Department. Gary will open the doors for the Auxiliary. Jenkins turned in a check for Squad Services. His Insurance had sent him a check and he wrote a personal check for the amount to the Township. Fire Chief Report Shelton stated 2711 will be at the funeral for Chief Swope. The Engine will be out of service from 10:30A.M. - 12:00 P.M. he will notify Troy-Ruggles. Hickey suggested he notify Spencer also to cover the school. Shelton informed the Trustees that at Wednesdays Fire Meeting they will be putting the Fire Fighters Association back together and elect officers. Shelton informed the Trustees the First Responders class that was to start Saturday is cancelled due to another Fire Department pulling out. Shelton informed the Trustees the Heavy Rescue Truck will be striped out in a couple of weeks this will be done in house to keep the cost down and should be up and running in January. Steve checked with Home Depot they do donate to originations. Steve will check about getting lumber donated to the Fire Department. Shelton asked the trustees about getting 10 green reflector vests for the Department. Campbell moved to purchase the vest not exceed $300.00 Jenkins second Roll call all yes. Shelton informed the Trustees that fire members will install the door on the training room so there’s no cost for installation. Shelton turned in a cleaning list. Gary will get the cleaning supplies. Campbell stated he has received calls on the old Fire Truck that was donated from Avon Fire Department. They wanted to know how much the Township wants for it, and how to go about purchasing it. Chief will get a bid together to be posted in the paper for seal bids by next meeting. Campbell asked the Chief about training he state it will be Wednesday 7:00- 8:00 P.M. for Fire Fighters and EMT’S the Fire Department Meeting will be held at 8:00 P.M. starting in January they are required to have Continuing Ed and Bob Knowlton has his card and will be able to do Continuing Ed for Firefighters. EMS Report No Report Road Report Gary will be off November 7, 2008 Zoning Report Spieker turned in his monthly report. Trustee Report Campbell stated they never moved forward with the loan to purchase the Squad it was paid out of the EMS Fund. Campbell rescinded the motion to borrow the money from Farmers Saving Bank. Jenkins second Roll call all yes. Hickey addressed the issue about Mr. Spieker’s case is still pending in the Ashland Court with the Zoning Board of Appeals. Hickey suggested contacting the Prosecutors Office for a dismissal because it has never been dismissed. Hickey stated they would need to contact the Prosecutors Office to file for a dismissal. Hickey stated he shouldn’t be the Zoning Inspector with a case pending. Campbell moved to contact the Prosecutors Office to file for a dismissal Jenkins second Roll call all yes. Hickey will take care of this issue. Hickey questioned Gary about the back up beeper on the Grader if it had been fixed. Gary stated no there’s a ground problem with it and he hasn’t had time to look at it. Hickey question Gary about the ditching on Twp. Rd. 391. Gary stated at the first meeting in October he would have it completed by the end on the month. Hickey questioned Jenkins. Jenkins had stated that the reason the survey was taking so long was because Hickey was holding them up. Jenkins stated when he called Grindle and Bender and talk to Lowell he asked what was taking so long and he stated there was extra work because Hickey was fighting the survey. He stated he could prove it because Hickey was in his office and you were not acting professional and he had to spend extra time in the Auditor’s Office to find out who owns what property. In fact, the property in dispute belongs to the Township and you were not happy about that. Hickey asked for Jenkins statements to reflect in the minutes. Jenkins stated if you have an issue with my statements, then you need to talk to Lowell. Campbell asked Hickey if he had talked to Lowell and disputed the survey Hickey stated he went to the office about a farmer that farms the field on each side of the surveyed land. The farmer wanted to get his hay bailed and there was survey stakes all over the field. Hickey stated he will talk to Mr. Bender. Campbell asked Hickey the reason he went to the office was to talk to them about the survey stakes. Hickey stated he asked about the deep over lapse and they stated the survey wasn’t done yet. Fiscal Officer met with Hickey at the Community Room and he reviewed the tape from October 20th Trustee Meeting since he wasn’t present. Hickey heard the statements that were made on the tape that the County Commissioners don’t come to Sullivan. Campbell stated that we are the forgotten part of the County. Hickey stated that’s not true our Commissioners and State Reps. Do come to Sullivan Township for functions and we have not been forgotten by the County. Jenkins stated he rather they don’t come to the social events and help fund other projects in the Township. Jenkins stated the survey is done it just took a little longer. The Trustees are waiting for the paper work. Campbell asked Hickey if he found out anything with Nortrax on the Grader. Hickey stated that he didn’t have a problem with the cost. He wanted to know what was wrong with the Grader. Hickey stated he thanked Ed for working through the problems. Campbell asked what is the total cost the Township owes Nortrax. Fiscal Officer will have Nortrax send the work order by mail since it came through on the fax it wasn’t a clear copy. Fiscal Officer will contact Power Plan for the total owed on the Grader Repairs.
