Sullivan Township Trustee Attendance Douglas Campbell Chairman Campbell called the meeting to order at 7:00 P.M. Followed by the Pledge of Allegiance. Meeting is being taped for the benefit of the Township. Campbell moved to approve December 1, 2008 minutes Jenkins second Roll call all yes. Trustees signed November 17, 2008 minutes. Campbell moved to pay the monthly bills Jenkins second Roll call all yes. Campbell moved to pay John Kenny’s fee of $70.00 to National Registry for his EMT Test Hickey second Roll call all yes. Campbell moved to pay Karen Borges fee of $70.00 to National Registry for her EMT Test Hickey second Roll call all yes. Public Concerns Peggy Skinner presented the Trustees with their copy of the new Zoning Resolution Book and Map. Skinner had the Trustees and Fiscal Officer sign a receipt stating they received their Books and the Zoning Map. Spieker informed the Trustees he gave the Fiscal Officer a copy of a request from Hickey asking him if he was willing to drop the lawsuit he had against the Township and asked if they all received a copy of it. Trustees stated they do have a copy. Spieker stated he gave the Fiscal Officer the copy on Friday December 12, 2008 he also stated he doesn’t know when the paper work will be done. Fiscal Officer Report Fiscal Officer informed the Trustees three people turned in a copy of their CDL’S for part time snow plowing, two is on the Fire Department and have been cleared the other gentleman will have to fill out an application for employment and have a background check. Fiscal Officer will contact OTARMA to have them added to the CDL list for Drug and Alcohol Testing. Jenkins signed the Road Crews Time Sheets. Fiscal Officer asked the Trustees if they made decision on two Candidates for the Board of Directors for OTARMA. Trustees stated they didn’t know any of them so no action was taken on this matter. Fiscal Officer had two Christmas Cards the Township from the Sheriffs Office and Chase Bank. Fiscal Officer presented the Trustees with the description and map of the Survey that was completed behind Ko No Co for their review. Fiscal Officer gave the Trustees a copy the description of the property. Fiscal Officer asked the Trustees about the paper work for Medical Mutual that was sent from Ohio Billing. Trustees tabled this until they can review the paper work. Campbell announced the Trustees Public Hearing on the New Resolution Book and Map will be held on December 29, 2008 at 7:00 P.M. and the End of the Year Meeting will follow. Campbell announced the Organizational Meeting will be held on January 2, 2009 at 7:00 P.M.
Shelton asked the Trustees about Radios for the Department. Campbell moved to amend his motion to purchase five Radios to Ten Radios from Rapid 2 Way not to exceed $3000.00 Jenkins second Roll call all yes Trustees agreed to pay for the Radios out of the General Fund. Shelton stated the snow tires for the squad was $443.32 from Smetz’s. He was going to check with Harrison Ford to see if they would be willing to work something out since they would be servicing the Squad. Hickey moved to spend up to $600.00 for the tires Jenkins second Roll call all yes. EMS Report No Report Road Report Gary brought a valve part the meeting for the Trustees to see. He said the faulty part came from the factory and it was causing the problem with the Grader. He said the grader is now ready to work. Gary asked the Trustees about purchasing tires for the Backhoe. Campbell moved to purchase the tires from Smetz’s Tire not to exceed $1,700. Jenkins second Roll call all yes. Gary asked about ordering paint for the Community Room doors and Snow Plow Markers. The Trustees stated that Gary has a budget for general supplies. Gary asked the Trustees for time off for him and Paul. Gary and Paul will be off the day after Christmas and the day after New Years. Trustees had no problem with the Road Personal taking the time off. They will be around if they are needed. Hickey questioned Gary about his plans for Twp. Rd 150 between St. Rt. 58 and Twp. Rd 581. Gary stated he had already repaired that section. He said he put 75 tons of stone on the road and filled the holes and re- graded the road. Hickey stated he drove the road before coming to the meeting and the road is a mess. Hickey informed Gary that water is running across the road on Twp. Rd 350 Just east of Co. Rd 281. He told Gary that the culvert needs to be repaired. Gary said he would take care of the problem. Hickey told Gary to open the end of the culvert. Hickey advised Gary to post High Water Signs. Gary said the signs were already posted and that someone must have taken them. He will find out what’s going on. Jenkins advised Gary to file a report with the Sheriff’s Office so it would be documented. Zoning Report Spieker received a call about a neighbor burning tires on Co. Rd 681 and Twp. Rd 462. He advised them to call the Fire Department. Spieker told the Trustees that he talked with the Health Department about homes being built with out permits. Chief Shelton advised Spieker if he gets any calls about people burning tires they need to call Dispatch while they are burning them and they will call the Fire Department because in order to do anything about it they need to catch them burning them at that time. He stated if the tires are burning when he arrives he can go on the property. Spieker asked the Fiscal Officer for Zoning Permits. Fiscal Officer will get them to him. Trustee Report Hickey turned in a resume from Chris Jordan for a Road Position. Campbell stated we will put in on file with the Township. Jenkins stated he spoke with the Ashland County Engineer about the Speed Limit Signs. He stated that the Engineer was more than willing to do the study but it could take as long as 18 months and he would help in anyway he could. But we must have a special concern in order to reduce the speed limits, like a Deaf or Blind Child. He stated at this point the speed limit is a dead issue. Jenkins stated he went to the County Office and pulled a copy of the map for the survey showing 10.353 acres behind Ko No Co School. He stated two things needs to be done, send the survey to the Ashland County Prosecutor’s Office to review and to a Title Office. Trustees tabled this issue until next meeting. Jenkins asked the Fiscal Officer to make copies of Surveyed Map for each Trustee. Campbell moved to amend a motion for $1,500 for survey to 3,288.28. Jenkins second Roll call all yes. Campbell discussed getting a New Letter out after the first of the year. Campbell spoke briefly about the Ohio Township Association Meeting that was held on December 13, 2008. He said the Trustees were informed that the budgets for local Government are going to be reduced. He went on to say that out Township must find ways to reduce spending and he asked for everyone’s help. He also talked about eliminating the Township Website. Campbell thanked the Zoning Board for the work they did on the Resolution Book and Map. He also thanked the Fire Department and Road Crew for everything they do. He thanked the residents for attending meetings and getting involved, He asked everyone to pull together for the Community and he wished everyone a Merry Christmas and a Happy New Year. Fiscal Officer asked where to send the check for the Drug License. Campbell stated Chief Shelton will handle that. Fiscal Officer wanted it documented that Chief Shelton received the check at the Township meeting. Jenkins stated that Chief Shelton will be responsible for the check and it’s out of the Fiscal Officer’s hands. Jenkins asked if the Township received any bids on the Fire Truck. Fiscal Officer stated no. Campbell moved to adjourn the meeting at 8:00 PM. Jenkins second Roll call all yes.
