Sullivan Township Trustee Attendance Duane Jenkins Chairman Jenkins called the Meeting to order at 7:00 P.M. Followed by the Pledge of Allegiance. The Meeting is being taped for the benefit of the Township. Hickey moved to approve the March 16, 2009 Minutes Campbell second Roll call all yes. Campbell moved to pay the monthly bills Hickey second Roll call all yes. Trustees signed the March 2, 2009 minutes with corrections. Public Concerns Jenkins read a letter turned in from Robert Whitford about Hickey. Stating he was slandering him through out the Township about the way he was driving the tanker responding to a fire call. Robert stated Hickey is creating a Hostile work environment. Hickey stated he was not slandering anyone. He stated he did not know who was driving the tanker. Hickey asked Gary about the incident when they were having breakfast and Gary stated that Hickey was not slandering anyone he was just asking a question. The letter is attached to the Minutes. Rich Johnson asked the Trustees about purchasing a Pressure Washer to clean township Equipment. Rich stated there are just a few pot holes in the roads and they are in good shape. Jenkins stated that Rich volunteered his time to oversee the roads and report to him or Gary. Jenkins thanked Rich for volunteering his time. Janice Steele asked to have the Community Room door to open from left to right when they are replaced. She stated it would make access for the handicap much easier. Janice stated she had talked with Carl from the Sheriff’s Department about their tires and they are willing to pay $1.00 per tire. Janice stated that Carl will get a count on how many they have and send it to the Fiscal Officer so they can get an invoice to pay for the tires. John Dembow made a public request for mileage turned in for all EMT’S and Paramedics. Ron Blessing stated when they was having breakfast Hickey did not mention anyones name he did not know who was driving the Tanker. Steve Shinsky asked the Trustees about the electric being hooked up to Community Room Sign and Gazebo. The Trustees stated they had someone interested in the repair but they never got back with them. Steve Shinsky turned in a letter that Campbell read to the public about Hickey being irate and yelling at him. He stated he was following instructions from another Trustee and did as he was instructed. He feels Hickey is causing a hostile work environment in the township. The letter is attached to the Minutes. Campbell asked Hickey if he had driven any of his vehicles on Township property behind the School. Hickey stated he does not drive any of his vehicles on township property behind KN NO CO. Campbell asked Hickey if had driven over any of the survey stakes on township property behind the school. Hickey stated he did not drive over any of the survey states with any vehicles. Steve asked what each Trustee does for the Township. Campbell stated he oversees the Fire Department and Jenkins stated he oversees the Road Crew and the Road Projects. Hickey did not reply to Steve’s question. Fire Report Chief Shelton informed the Trustees that the Fire Department received a Training Grant from the Fire Marshall’s Office for $1500.00 that will pay to send four Firefighters to an 84 hour transition course. When they have completed the class they will be a 120 hour level (1) firefighter. The class will start April 29, 2009 cost $1540.00. The Firefighter attending the class will not charge the Township for mileage. Chief Shelton informed the Trustees that Fire Inspection was completed at the Black River High School and the B.R.E.C. They passed the inspection. When school closes for vacation they will go in and flush the riser system out for the Fire Marshall it has not been done in a couple of years. Chief Shelton informed the Trustees that the Fire Truck from Litchfield 2712 is now in service and the foam pump works like the one on 2711. Chief Shelton announced that the Fire Department is hosting a Pancake Breakfast and Open House on May 2, 2009 from 8:00 A.M. till 1:00 P.M. Chief Shelton turned in his monthly mileage for the Command Vehicle 2701. Chief Shelton informed the Trustees that on April 25, 2009 they will be having a joint training with Ruggles, Troy, and Rochester Fire Department. Ruggles and Troy Fire Department have a house to burn. It will be used as a training session. All the EPA paper work and permits are completed. They will start at 7:A.M. There will be nine hour of training and in the afternoon they will do a live burn on the home. Chief Shelton informed the Trustees that Jonas and Sam made and donated a new tarp for 2712. Chief informed the Trustees when he had Denny from SCVA to do the tanks we had to send three pass alarms back because they were broken. Shelton did not OK the repairs because they quoted him a price of $307.91 He also stated that three more are broken. We will hold off and look into purchasing new ones instead of repairing the old ones. Chief asked the residents in the audience if they know of anyone that does stripping because they need the Heavy Rescue Truck and the two vehicles from Litchfield Lettered because the companies that did the Lettering have closed. EMS Report Chief Benner turned mileage for Ohio State EMS Conference in Columbus. Chief Benner turned a reimbursement for materials they need. Chief Benner turned in an invoice from Emergency Medical Products. Chief Benner informed the Trustees her and Capt. Phyllis Bauer had sent out Surveys in the Community about Squad runs asking the residents their opinion. Benner stated all the ones that were sent out returned stating they were happy and pleased the Department. Jenkins commended the Department for the job they are doing. Fiscal Officers Report Campbell moved by Resolution to advance $900.00 from the General Fund to the Fire Fund to be retrieved at the next meeting Hickey second Roll call Hickey yes Campbell yes Jenkins yes. Jenkins asked about the computer that we can not account for. Fiscal Officer stated it was put in the Minutes. Fiscal Officer stated the Records Room has been cleaned and there is no computer and the old cell phone that Gary had is missing. Fiscal Officer informed the Trustees the Audit will start at the end of April and she will get a tentative date and time for her and the trustees to meet with them. Hickey asked was years were being Audit she stated 2007 and 2008. Fiscal Officer will need all Training Certificates from all Officials for the Audit. Jenkins signed Gary’s and Steve’s Time Sheets. Fiscal Officer advised the Trustees she can not do the Community Sign any longer. Hickey stated he would do it as long as things are faxed to him of what to put on the Board. Hickey stated he would need a key to get in the copy room. Fiscal Officer will get him one. Fiscal Officer gave Mark Schwab records that he requested Cost $2.80 he paid cash. Zoning Report Spieker turned in his March Zoning Report. Spieker presented the Trustees with Application for a Zoning Certificate. He informed the Trustees that he had removed the paragraph that stated six months in jail and a $1000.00 fine. Campbell moved to adopt the form Jenkins second Roll call Hickey yes Campbell yes Jenkins yes. Spieker had a resident inform him that Price Septic System from Nova was dumping raw sewage on a farmers land in Sullivan. Hickey asked him to check with Health Department to see if he is registered. to dump raw sewage. If he has not registered with the Health Department he could get in big trouble. Campbell asked does he need permission from the Trustees. Hickey stated no but he does have to notify the Trustees. Jenkins asked Spieker if he would check into this issue with Health Department. He stated he would. Road Report Campbell moved the purchase of the dumpster at $49.68 Jenkins second Roll call all yes. Gary had prices for the Trustees from Allied Waste and Milliron on dumpster for clean up day May 2, 2009 the lowest cost was Milliron. Campbell moved to go with Milliron with the 30 yard Dumpsters. 8-Trash Dumpsters and 2- Scrape Dumpsters. Jenkins second Roll call all yes. Gary asked the Trustees about putting bids in the paper for Chip& Seal for Twp. Rd 391 reconstruction project. Trustees tabled it. Jenkins stated based on riding around the township he will have something together that the board can review, but he has to wait until all the paper work is completed with Ohio Public Works at their next meeting. Hopefully it can go in the paper before the end of the month. Gary informed the Trustees that he talk to Tom from URS Surveying for CSX and R&R on the Bridges and the Engineering for the new Bridges on Twp. Rd. 391 & 150. They would like to have a meeting with the Utilities Companies, Trustees and Gary about the middle of April. They want to sit down and let the Trustees know what their plans are for replacing the Bridges on Twp. Rd. 391 & 150. Jenkins advised Gary when Tom gives him a date and time he is to contact him so they can hold a special Meeting if it is not on a Meeting night. Campbell instructed Gary to ask about weight limits on the Bridges because of Emergency Vehicles. Gary asked the Trustees about purchasing culverts for repairs. Campbell moved to approve up $4000.00 for the culverts 11-12”, 6-15” and 3-42” Jenkins second Roll call Campbell yes Jenkins yes Hickey no. Campbell advised Gary that he wants it documented every time he uses a culvert. Jenkins advised Gary to make sure the culverts are locked up in the Garage behind KO NO CO Trustee Report Hickey stated they talked about water drainage on Twp. Rd 150 the paper work is still not complete. Hickey stated he communicated with Troy and Ruggles about the Efficient Gov Now grant and he is waiting to hear back from them. Hickey turned in a letter for public record that he took to Troy and Ruggles about a ditching project. Hickey read the letter to the residents. Letter is attached to the minutes. Hickey stated that Ruggles and Troy have concerns about the ditching on Twp. Rd.150 because in Ruggles it turns into Twp. Rd. 126. Hickey stated they are not sure on how to approach them because it is all one road. Hickey stated if they are interested in the ditching project they would discuss it with them. Campbell stated the Township will need a part time person to help Gary with the ditching. He stated Steve Shinsky has been helping with snow plowing and Campbell asked Steve if he was interested in the position. Steve stated he was. Campbell stated they are going to need someone to the mow the Cemeteries. Hickey stated he would like to see the position posted in the paper because there are people in the Township unemployed. Campbell stated Steve has proven he can run the trucks. Hickey stated they should give everyone a chance for a part time job. Campbell moved to hire Steve Shinsky as part time help as needed at $10.00 hour. Jenkins second Roll call Campbell yes Jenkins yes Hickey no. Fiscal Officer will give him an application. Campbell stated they need to look into buying mowing equipment for the Township. Campbell moved to spend up to $10.000.00 for the mowing equipment Jenkins second Roll call all yes. Jenkins stated he was approached by the Black River Baseball Association and they said that they would redo the Ball Field so it drains correctly and improve the field at no cost to the Township. Hickey asked Jenkins if they consider putting in two Ball Diamonds. Jenkins stated they would help them put in the baseball fields and for the first time a soccer field. Hickey stated he would not want to see soccer come to Sullivan. Jenkins asked him why not? It is a boy and girl sport. Hickey stated that it is not an American sport and he would not like to see soccer play on Sullivan Grounds. Jenkins stated they were going to have land donated to the Township for the Cemetery by Mr. Dilley to expand the Cemetery. Jenkins asked Hickey if he knew what happen with that. Hickey stated he had not talk to him about it in a long time. Jenkins asked Hickey if he could follow up with that. Jenkins stated there was a lot of dirt dump on his property with a promise that the Township was going to get the land. Campbell moved to adjourn at 8:35 Jenkins second Roll call all yes.
