Regular Business Meeting
May 4, 2009

Jenkins called the Meeting to order at 7:00 P.M. Followed by the Pledge of Allegiance

Jenkins announced the Meeting is being taped for the benefit of the Township.

Jenkins moved to pay the monthly bills Campbell second Roll call all yes.

Jenkins moved to table the Minutes due to Hickey not being present. He was attending a Meeting about Community Development Block Grant Application in Wooster. Campbell second Roll call all yes.

Public Concerns

Carol Stasick turned in her receipt for the Zoning Seminar she will be attending May 8, 2009.

Bud Jantz asked the Trustees if the Zoning Map and the Zoning Resolution Book could be put on the Web-Site. They told him they would have it added to the Web. Campbell stated it would be stamped unofficial.

Ron Blessing asked the Trustees if they had received any complaints on the Cemetery. Jenkins stated that Mrs. Clark called and thought a tree needed to be taken down.

Mr. Blessing asked the Trustees if they received any complaints about the Mowing and Trimming. Jenkins stated it will be taken care of.

Bonnie Fagin asked the Trustees what their long term plans was for KNO-HO because of the survey stakes. Jenkins stated they had the property surveyed for future plans of a park and ball fields. Bonnie stated she would like to see a park in the Township. She also asked about the survey stakes in her yard and wanted to know when they would be removed. Jenkins stated they should have already been removed and that he will contact the Survey Company about this issue.

Campbell stated he would like to look into getting grants to restore the KNO-HO School.

Janice Steele stated that the Cemetery had not been cleaned up before the mowing because flowers were mowed over. Jenkins stated for the minutes, that if Gary cannot maintain the Cemetery in a proper manner, then he would be wrote up or let go.

Janice Steele turned $378.00 collected for the tires collected on Clean up Day. She also turned in a sealed envelope with $41.00 for tires. She also stated that she did not know the exact count.
Jenkins stated Gary told him that he took two Backhoe Tires up to the Trailer and Hickey took them. 

Sheriff’s Department will be sending a check for $84.00 for the Tires they brought.

Regular Tires collected 274. Sullivan Township sent 40. The Ashland Sheriff’s Department brought 84. There were 29 Tractor Tires. Total count 398 Regular Tires and 29 Tractor Tires.

Janice thanked everyone that helped on Clean up Day. She will get the receipt from Hickey that Sheriff’s Department signed for the Tires.

Rich Herrick asked the Trustees if the Sheriff’s Department had paid for the Tires they brought. The Trustees stated yes.

Fiscal Officer Report

Fiscal Officer informed everyone the Recycle Center will no longer have the Recycle Bids in the Townships due to cut backs.

Fiscal Officer needed a motion to pay for a String Trimmer from Wellington Implement for $169.99 that Gary had purchased.

Campbell moved to purchase the String Trimmer from Wellington Implement for $169.99 Jenkins second Roll call all yes.

Fiscal Officer needed a motion to pay for the Lifepaks from Physio-Control for $10,109.33.

Campbell rescinded his motion of $10,000.00 to $10,109.33 for the purchase of  the Lifepaks from Physio-Control Jenkins second Roll call all yes.

Fiscal Officer asked the Trustees if a Karen Michaels could make payments on a Cemetery Plot for Mother of $50.00 to $100.0 a month. Trustees had no problem with her making payments.
Fiscal Officer will hold the Deed until it is paid in full.

Fiscal Officer presented the Trustees with a proposed drawing for the Ball field at KO NO CO that Hickey faxed to the Fiscal Officer

Fiscal Officer turned the Road Crews Time Sheets to be signed. Jenkins signed the Time Sheets.

Fiscal Officer presented the Trustees with a Cemetery Deed to be signed. Janice Steele Notarized the Deed and Bud Jantz and Carol Stasick were Wittiness

Fire Report

Chief Shelton turned in three invoices. Two were for Emergency Medical Supplies and one was from Physio-Control.

The Trustees signed the check for Physio-Control that was turned in from Chief Benner who was not present because she was at the Pipeline Meeting in Ashland

Chief Shelton informed the Trustees that the Grass Buggy needed a set of Tires.

Campbell moved to approve up to $600.00 to purchase four Tires for the Grass Buggy. Jenkins second. Roll call all yes.

Zoning Report

Spieker turned in his monthly Report.

Spieker informed the Trustees he is in the process of checking on the violation letters he sent to Residents. He stated they had until May 3, 2009 to clean up.

Trustee Report

Campbell stated he had no report at this time.

Jenkins informed the Residents that the Meetings for the Summer Months will be held the first Monday of the month at 7:00 P.M. for June, July and August.

Jenkins stated Rebecca Rex had called about a pine tree in the Cemetery that might be dead inside. Jenkins stated he will follow up with Gary about this matter. She was concerned that a wind storm it might blow it over and hit a headstone.

Jenkins moved by Resolution to request all Records from the Prosecutors Office on zoning to make sure that the Township has all of the opinions for or against our Zoning.

Jenkins moved by Resolution to draft a letter requesting all Records that apply to Zoning from the Prosecutors Office. Campbell second Roll call Campbell yes Jenkins yes.

Jenkins moved by Resolution to request that a representative from the Prosecutors Office attend the Meeting on June 1, 2009. This request is covered under Attorney Client Privilege. Campbell second Roll call Campbell yes Jenkins yes.

Public Concerns

Barb Herrick talked about post cards that were sent to residents in the Township She also wanted to know if the Fire Levy passes does the Fire Department have complete control over the money that comes in.

Jenkins stated that all Tax Money that comes into the Township goes through the Fiscal Officer. Jenkins stated that all purchases come through the Trustees for approval and must be approved by two-thirds vote. Jenkins stated the Fire Department receives no money they are a true Township Volunteer Fire Department.

Schwab asked the Trustees if the Fire Department is a paid Department or a Volunteer Department. The Trustees stated the Fire Department members are volunteers

Campbell explained why the Trustees let the old Tax Levy expire. It was because the Fire Department does not generate money like the EMS. The Squad Runs bring in funds that cannot be used for the Fire Department.

Campbell explained the reason for the new Levy of 2.8 M was to combine the Fire and EMS so the funds could be used for Fire or EMS.

Jenkins stated with out the Grants that were received by the Fire and EMS, we would not have been able to get the trainings done or the Foam Pump on the Engine Repaired.

Jenkins explained the excellent ISO Ratings the Fire Department received.
