Regular Business Meeting
May 18, 2009

Jenkins called the Meeting to order at 7:00 P.M. Followed by the Pledge of Allegiance.

Jenkins announced the Meeting is being taped for the benefit of the Township.

Jenkins turned in the Road Bid.

Campbell moved that the Fiscal Officer post the Bid in the paper three times. Jenkins second Roll call all yes.

Jenkins turned in the Resolution Letter on Zoning to the Prosecutors for Public Record.

The Trustees signed the Minutes from April 6, 2009 

Campbell moved to approve the Minutes from April 20, 2009. Jenkins second Roll call all yes

Campbell moved to approve May 4, 2009 Minutes with a correction. Jenkins second Roll call all yes.

Jenkins moved to approve May 8, 2009 Minutes for a Special Meeting for Mowing. Campbell second Roll call all yes.

Jenkins asked that May 18, 2009 Minutes reflect that Hickey took the tires to the Tire Trailer. Hickey stated if someone brings a tire on a rim he will not send them home.

Campbell asked Hickey if he took any tires home. Hickey stated he took them home to dismount them.

Campbell asked Hickey if the rims were brought back to the Township for the scrape. Hickey stated he got the rims off Sunday and the scrape trailer was gone. Campbell told Hickey he would have to bring the rims back to the Township for the scrape. Hickey stated he don’t know about that.

Campbell asked Hickey what was his suggestion. Hickey stated he takes them like he does every year.

Campbell asked Hickey how he was going to dispose of the rims. Hickey stated he would put them in his scrape pile for his next load of scrape to go to the scrape yard.

Jenkins stated the Township is paid for the scrape that comes into the Township and is deducted from the bill.

Campbell moved to pay the monthly bills Jenkins second Roll call all yes.

Public Concerns

Steve Shinsky gave the Trustees prices on Leaf Blowers for the Cemetery. Trustees tabled the purchase of the Leaf Blower.

Scott Minnich informed the Trustees Gary left a pile of stone in the middle of Twp. Rd. 581 north of the tracks. Trustees will look into it.

Mark Maeder discussed a violation letter he received from the Zoning Inspector.

Fiscal Officers Report

Hickey moved to pay the Thomson West Bill cost $306.00 for the Zoning Planning Law Books and the Supplement Books. Campbell second Roll call all yes.

Fiscal Officer told Chief Shelton the township needs copies of the fire minutes from January 1, 2008 to present and every month from now on.

Fiscal Officer gave Steve Shinsky his job description and a policies manual. Steve and the trustees signed that he received the Manuals.

Fiscal Officer gave Steve Shinsky the Sullivan Township Drivers Guideline Manual.

Fiscal Officer gave David Spieker a book of stamps.

Fiscal Officer had Jenkins sign the road crew’s time sheets.

Fiscal Officer gave Chief Shelton and Steve the insurance cards to be placed in the vehicles.

Fire Report

Chief Shelton turned in three invoices one from Blevins and one Dynamic Sign. These invoices have been paid. He turned in one from Emergency Medical Products Inc, cost $112.00 for 12-lead 6 wire precordial assembly.

Zoning Report
Spieker advised the Trustees that he sent four violation letters out by certified mail and is asking to be reimburse cost $22.16.

Jenkins moved to reimburse Spieker Campbell second Roll call Campbell yes Jenkins yes Hickey abstained because he had received a letter.

Jenkins announced the Zoning Board and Zoning Inspector will not be able to attend the Zoning Seminars. The classes are full and they will be rescheduled in the fall.

Spieker asked for an Ink Cartridge #82 for his printer

Campbell moved to have the Fiscal Officer purchase the Ink Cartridge not to exceed $40.00 Jenkins second Roll call all yes.

Trustee Report

Hickey discussed the Electric Line to the Gazebo and the Community Sign the Trustees had quotes from Callihans for $1000.00 and Williams for $1375.00. The Trustees tabled this issue for two weeks until they can check into it more.

Hickey had an application for mowing faxed to him. He gave it to the Fiscal Officer.
 
Hickey had a policy wrote up for billing for the Fire Department. Hickey read the proposed rates according to Ashland County EMA Office. Sullivan Township will soft bill for Motor Vehicle, Train Derailments and Full Structure Fires. As of today Ohio Billing will handle the Billing process.

Campbell stated if they did the billing it would not be the Fire Department it would be the Trustees, and it would have to go through the Prosecutor’s Office for the correct wording.

Campbell stated he is not in favor of doing any billing until after the Fire Levies.

Jenkins stated he would be more in favor of billing for Auto Accidents and Train Derailments. Jenkins stated he will not bill any resident for a Structure Fire.

Jenkins suggested to Hickey maybe revise the Billing for the Fire Department and we will look at it.

Hickey turned in an annual budget for the Fire Department. It outlined the cost to operate the department the cost $60,000.00 and Hickey stated that would average out to a 1.4M Levy is what he purposes for the Fire and EMS according to what the Auditor purposes the $60,000.00 would be.

Jenkins stated we should not look at doing a Fire Levy. We should put on a General Levy that would cover the Fire, EMS, Roads, and the Cemetery. The grant money would still be secured. Hickey stated that would be a Slush fund. Jenkins stated it would not be Slush Fund we would still be able to apply for grants, and the township would recoup some of our Federal Money.

Hickey stated he checked with Unemployment and he spoke with Nicky at the call center. She suggested that the former unemployed people should be notified by certified mail and if they do not apply then the Township should notify the Unemployment Office and they would make the adjustment on their Unemployment. Hickey stated that the payment for Unemployment is $1370.00. He thought that was a lot to pay.

Campbell read the Unemployment Statement. There are three people listed on it. Those listed are Paul Lower Jr. Janice Steele and Kenneth Webb.

Jenkins asked the Fiscal Officer to send the exact copy of the letter that was in the paper for the mowing position to everyone that is on Unemployment through the township. He also stated to send it by registered mail. Fiscal Officer will mail them out.

Fiscal Officer gave the Trustees the Contract for rate increases from Ohio Billing Inc. The increase went from $18.00 per run to $23.00 per run. Campbell stated he has no problem signing it, but the cover letter is not correct. It should read Sullivan Township instead of Loudonville. Fiscal Officer will contact Ohio Billing about the correction,

Campbell moved to accept the rate increase with the correction Hickey second roll call. Campbell yes Hickey yes Jenkins no.

Hickey asked Chief Shelton how many runs they had this year. Shelton stated 95 runs.

Campbell stated the Fire Department is filling out a grant from FMA for $45,000.00 for Equipment and Training that is strictly for Fire.

Jenkins asked Hickey if he heard anything from Mr. Dilley. He said that he would donate some property to the Township for the Cemetery.

Hickey stated he asked Mr. Dilley to come to a meeting to speak to the Trustees. Hickey stated he asked him to come and talk about the property about 4 weeks ago and right before or after they went to the Meeting in Wooster.

Jenkins stated that he will contact Mr. Dilley about the Debris along the fence line on his property. But we need permission in writing from Mr. Dilley before we can go on to his property and clean.

Jenkins stated as the Chairman of the Board of Trustees it was brought to his attention that Hickey refused to take a letter requesting him to take a test on the day it was presented to him.

Hickey stated in April when he went for the test he was not reimburse for his time and he was suppose to be removed at that time because he rarely drives the Township Vehicles.Hickey stated he is not going to give up his day for something he rarely does.

Jenkins moved by Resolution that Hickey does not drive any Township Vehicles due to not conforming to the County and State Drug Testing Policy. Campbell second Roll call Campbell yes Jenkins yes Hickey abstained. Hickey stated he did not receive the Drug Testing Papers. Jenkins stated lets say you did not accept the paper work from Donna as she stated.

Campbell asked how the paper work had to be received. Fiscal Officer stated it has to be hand delivered not faxed or mailed like Hickey stated.

Jenkins will bring the Drug Policy that he drafted to the next meeting.

Jenkins moved to adjourn at 8:05 Campbell second Roll call yes
