Sullivan Township Trustee Attendance Duane Jenkins Chairman Jenkins called the Meeting to order at 7:00 P.M. Followed by the Pledge of Allegiance. Jenkins announced the Meeting is being taped for the benefit of the Township. Campbell was not present for the meeting due to a family emergency. CSX and their Consultants were present to inform the Trustees and Residents about the possibility of the removal of the bridge on Twp. Rd.150 and replacement the bridge on Twp Rd 391. They informed everyone that they are still in negations on the bridges. They stated there is a web-site you can go to www.nationalgateway.org Lesley Farley was present representing ODOT to answer questions about the bridge projects Jenkins moved by Resolutions to hold a public hearing with District 3 of ODOT so the residents can voice their opinions. Hickey second Roll call Hickey yes Jenkins yes. Jenkins will draft the letter to ODOT. Concerns The residents and Trustees stated that they want two new bridges. How will the projects be paid for? It will be for using hey Tax Dollars. If the bridge on Twp. Rd. 150 is removed what benefit will the Township receive for road improvements? Ed Mexiner from the County Engineers office was present to discuss the change order invoice CP391N Project and the extra cost for the culverts that Orr Construction was installing. Mexiner recommend that the Trustees by resolution amend the extra cost of $13,186.37 to the project bid. Trustees had a discussion with Mexiner about the Concrete driveway approach and the invoice. Trustees agreed to pay for it then bill the homeowner Hickey had questions about the catch basin on Twp. Rd. 391 because it looked like they had installed a plastic one instead of one made of concrete. Hickey questioned why a forty foot culvert was installed and not a twenty four foot like the rest of the culverts. Mexiner stated he would get an answer for him. Hickey ask if there would be anymore ditching done? Mexiner stated he would have Guy Keener contact him to answer his questions. Jenkins moved by Resolution to amend the change order bid for the CP391N project of $425,475.50 to $438,661.87 Hickey second on the condition that the catch basin is check into. Hickey moved to pay the bills Jenkins second Roll call all yes Trustees signed checks #20250 thru #20277 Hickey spoke about the drainage problem on Twp. Rd. 150 he stated Mr. Donatini from the Prosecutors Office suggested the drainage issue be turned over to the County Engineer. Mexiner stated he would not have any more authority with the issue then the Trustees do. Mr. Mexiner stated he will talk to Mr. Donatini at the Prosecutors Office. Hickey stated he will contact him also. Public Concerns Ermil from Twp. Rd. 391 stated L.M.R.E. is messing the road up with their trucks. Jenkins will contact L.M.R.E. about this issue. Alvin Klinger from Twp. Rd. 350 is having water problems and he would like someone to look at the culvert in front of his home. Hickey stated that he will discuss the issue with Gary. Janice Steele thanked Chief Shelton, Steve and Gary for responding to her daughter’s house for a possible gas leak. Rich Johnson asked when the hole would be repaired. He also stated that truck traffic for the Twp. Rd. 391 project is damaging Twp. Rd 150. Jenkins stated that Gary will check the road for damage. Hickey asked Steve how many loads of hot mix he picked up. Steve stated four loads. James Riley suggested shooting the ditch elevation on 150 where the water problem is to see if there is another solution. Jenkins suggested that Riley shoot the ditch and Gary will shoot the ditch and see if they both have the same numbers and try to resolve the problem.
Jenkins signed the Road Crews time sheets Trustees signed the Resolution Letter for the Ashland County Park District in support of a park in Sullivan. Fiscal Officer informed the Trustees she received a letter for the Zoning Board of Appeals. Jenkins tabled the resume until the next meeting when all Trustees are present. Fire and EMS Report Chief Shelton was not present due to family issues. Hickey suggested with the spill that had happened with the truck on S.R. 58 they should consider billing for incidents like this. Steve stated it is in the works and it has been turned over to the EMA Director. Road Report Jenkins moved for Gary to purchase one drum of Hydraulic oil cost $446.45 Hickey second Roll call all yes. Hickey moved for Gary to purchase two cases of Antifreeze cost $68.80 Jenkins second Roll call all yes. Steve asked the Trustees for 75 tons of 411 stone for chip and seal on Twp. Rd. 462. Jenkins moved to purchase the stone Hickey second pending the approval from Lytle. Roll call all yes. Steve asked the Trustees for 25 tons of 411 stone for Twp. Rd. 581 north of Co. Rd. 40 to get it ready for chip and seal. Jenkins moved to purchase the stone Hickey second Roll call all yes. Zoning Report Peggy Skinner turned in her September report. Trustee Report Hickey stated the head stones in the Cemetery need to be placed back on the footers. Hickey suggested getting in touch with John Hoffman from Ashland Monument to look at the footers and install the ones that need to be repaired. Jenkins asked Steve if he would straighten the head stone up in the Cemetery. Steve stated he will. Jenkins moved to adjourn at 10:10 p.m. Hickey second Roll call all yes.
