Sullivan Township Trustee Attendance Duane Jenkins Chairman
Jenkins announced the Meeting is being taped for the benefit of the Township. Hickey moved to approve October 1, 2009 Minutes Jenkins second Roll call Hickey yes Jenkins yes Campbell abstain he was not present. Campbell moved to approve August 31, 2009 Minutes Hickey second Roll call all yes. Jenkins moved to approve September 21, 2009 Minutes Hickey second Roll call all yes. Jenkins asked if there were any bills out of the ordinary. Fiscal Officer stated yes. A Credit Adjustment was removed from the EMS funds. All billings moneys should be sent to Sullivan Township and then we write a check to the Billing Company. The check was $76.76. That is the amount owed to the Billing Company. The Prosecutors Office suggested paying the invoice. Hickey moved to pay the $76.76 for the Credit Adjustment Campbell second Roll call all yes. Jenkins moved to pay the bills Campbell second Roll call all yes. Trustees signed checks #20278 thru #20299. Public Concerns Mr. Hodges was present to discuss the ditch in front of his house on Twp. Rd. 391. He stated that the ditch was to deep and wide. Hickey will contact Ed Mexiner at the County Engineers Office about the ditch. AJ was present to ask about the Gas Station Contract. Fiscal Officer gave a letter to the Trustees from the Prosecutors Office to review. The letter was about the Gas Station Contract. Campbell moved by Resolution to extend the contract by an additional five years. Hickey second Roll call Campbell yes Hickey yes Jenkins yes. Trustees and AJ signed the contract. Mr. Klinger talked about a culvert in front of his home. Jenkins stated he had talked with Gary about getting quotes to replace the culvert. Shinsky had the quotes for the culverts. 3x5 concrete box culvert and all materials installed. $10,073.00, two 30’’ plastic culverts installed $4,374.80. Campbell moved to spend $5000.00 pending the County Engineers recommendations Jenkins second Roll call all yes. Jenkins will review it before it is done. Mr. Klinger stated the sign that says children at play was knock down last year when the road was plowed and it was not replaced and now it has disappeared. He would like to see it replaced. Shinsky state that a person stopped him at the Gas Station and informed him that there was a barn on Twp. Rd. 462 that was full of different kinds of signs. The gentleman that bought the home found the signs in the barn. Shinsky will take care of getting the sign back. Campbell moved to have Halloween on Saturday October 31, 2009 from 6:00 p.m. to 7:30 p.m. Jenkins second Roll call all yes. Fiscal Officer Report Fiscal Officer informed the Trustees that the Meeting would need to be held in the Fire Station on November 2, 2009, so the Election Board can set up for the Election on November 3, 2009 Flag Poles quotes were tabled until Gary can be present. Fiscal Officer had two Resumes for the Zoning Board of Appeals Mark Schwab and Gary Hollingsworth. The position on the Zoning Board of Appeals was not filled. Jenkins moved to repost the Appeals position in the paper Campbell second Roll call all yes. Jenkins signed the Road Crews Time Sheets Kay Reed would like to pay for the Opening & Closing of her grave now while she is still living. The issue was tabled until the next meeting. Fiscal Officer presented the Trustees with Pictures of the damage to T.R. 391. Campbell moved to contact Lytle Construction for the cost to repairs the damaged section and the bill will be sent to the resident responsible. Jenkins stated he will get the Sheriffs report. Hickey stated he would like to see the report when it comes back. Fire and EMS Report Chief Shelton turned in an invoice from Keith Rowe for reimbursement for National Registry Paramedic exam. Cost $110.00 Campbell moved to reimburse Keith Jenkins second Roll call all yes. Chief Shelton turned in two months of EMS run sheets to be sent to Ohio Billing Inc. Chief Shelton presented the Trustees with a contract. Campbell read the terms of the contract. Campbell moved to sign the six year contract effective immediately and would expire on December 31, 2015. Jenkins second Roll call Campbell yes Jenkins Hickey no. The contract is attached to the minutes. Hickey stated he does not agree with the contract because the Townships EMS Levy has not passed. Hickey stated it does not give the Township a way to terminate the contract. Hickey stated the contract should go to the Prosecutors Office for review. Campbell stated they already have a contract with him. Chief Shelton turned in a quote from Knox Locks for the surveillance cameras. The quote was tabled until they can get other quotes. Shinsky will call and get other quotes for the next meeting. Chief Shelton stated that all Fire and EMS mail will go to the Townships P.O. Box 9 to the Fiscal Officer because they are going to let the P.O. 60 expire. Trustees had no problem with this because in a previous meeting they had made a motion to have all mail sent to the Fiscal Officer. Hickey asked Chief Shelton for the Fire Department Roster the Chief will get it after the meeting. Road Report Shinsky gave the report. Shinsky asked the Trustees about the steel pipes that were removed from Twp. Rd 391 during the road project. Trustees had no problem with Shinsky taking the scrap to Spencer. Shinsky reported that Gary will be taking Vacation October 26 thru 30. Trustees agreed that Gary can take his vacation now before winter. Shinsky stated Gary would like to order 500 tons of stone to be used on our township roads. Trustee tabled the stone request. Shinsky stated they can get road grindings. Jenkins stated he would like to use the grindings for base to build up the roads. Trustees asked Shinsky what the cost was for the grindings and hauling. The quotes were a little high. Trustees suggested Gary get more Truck Hauling quotes on the road grindings. Campbell asked Shinsky if the Vehicles and the snow plows had been tested and if they are ready for winter. Shinsky stated that Gary said the V Box needs work on it. Campbell stated he wants a report at the next meeting. Hickey stated he received a call on October 5, 2009 about a culvert that needs cleaned out on Twp. Rd. 350 east of Co. Rd. 281. The report is attached to the minutes. Hickey stated he received a call on October 17, 2009 from Mrs. Strubbe on Twp Rd 212 the berm on the north side of the road needs stone. The report is attached to the minutes. Zoning Report Campbell had to leave for an EMS Run. Jenkins moved to reimburse Skinner $10.80 for film developing Hickey second Roll call all yes. Skinner had two requests for Legal Opinion to be sent to the Prosecutors Office Fiscal Officer signed the Requests. Jenkins moved by Resolution to send both request to the Prosecutors Office. Hickey stated he could not move on the one request. There was no second. Jenkins tabled the one request until the next meeting. Jenkins moved by Resolution to send the Agriculture Request to the Prosecutors Office. Hickey second Roll call Hickey yes Jenkins yes. Trustee Report Trustees and James Riley had a brief discussion about ditching on Twp. Rd. 150 to come up with a solution for the drainage problem. Hickey turned a request form for ditch dirt. Hickey asked if they were interest in a meet the Candidates night. Jenkins asked where it would be held. Hickey stated at the church. Jenkins asked who would be mediating Hickey stated he did not know. Hickey did not mention the date or time. Jenkins informed everyone that CSX has contacted them about replacing the bridge on Twp. Rd. 391 and possibly the one on Twp. Rd. 150 but until the official paperwork is sent to us, only then will we know. Jenkins turned in paperwork for public record. In 2007 there were some issues that he turned in to the Ohio Ethics Commission about Mark Hickey. Jenkins stated he did this as a Trustee not a private citizen. Jenkins stated they have finished their investigation and a hearing will be scheduled in November for disciplinary action. Hickey stated that no one has contacted him and he would like a copy of the complaint. Jenkins stated Cody Downs attends JVS and he is required to do twenty hours of community service. He would like to volunteer his time in the Township to help with the Road Crew. Hickey stated there is other work in the Township to be done. Jenkins stated he will talk to Gary and contact Cody to be at the next meeting. Hickey stated they need to table this issue until they both are present at the next meeting. Fiscal Officer presented the Trustees with a letter from the attorney asking if the Township would accept a payment reduction. The issue was tabled until they can review the run sheet.
