Sullivan Township Trustee Attendance Duane Jenkins Chairman Jenkins called the Meeting to order at 7:00 P.M. Followed by the Pledge of Allegiance. Jenkins announced the Meeting is being taped for the benefit of Township. Jenkins moved to pay the bills Hickey second Roll call all yes. Check #20219 voided. Trustees signed checks #20220 thru #20234. Jenkins moved by Resolution to enter into Executive Session at 7:05 p.m for discipline and personnel issues. Campbell second Roll call Campbell yes Hickey yes Jenkins yes. Jenkins moved by Resolution to enter back into the Regular Business Meeting at 7:21p.m.Hickey second Roll call Campbell yes Hickey yes Jenkins yes. Campbell moved to pay the Workers Compensation for Gary Hollingsworth Hickey second Roll call all yes. Jenkins signed the Workers Compensation papers. Jenkins moved to give Gary a day off without pay because the maintenance on the equipment had not been performed. There was no second to the motion. Hickey stated he would not take any action at this time until he speaks with Gary. He also wants to see if there is job description policy that describes in more detailed the procedures to follow in order to discipline. Hickey stated he thinks the part-time employee should be doing the maintenance on the equipment not the Supervisor. Gary should have the part-time employee doing the maintenance. Jenkins stated that the Trustees are responsible for Gary and we expect him to do the job he is paid to do. I will not tolerate being lied to in meeting. I asked Gary if he was keeping a log of the maintenance performed on the equipment and he said yes. Campbell asked the Board if Gary has ever reported to them that no one was following orders that he has given them. Hickey stated Gary has not reported to him in about a year. Campbell stated Gary has not reported to him about this issue. Jenkins stated he has asked Gary if there were any issues with the part-time person and Gary stated no. Jenkins asked if anyone was interested in taking over as Gary’s supervisor. Hickey stated if a policy is drawn up he might consider taking over the position. Jenkins stated there is Job Description in place already. Campbell stated the latest job description is March 5, 2007. Hickey stated he will check to see if there is a revised copy. Jenkins stated he is using the one from March 5, 2007. Hickey stated Jenkins would have to be Gary’s supervisor until the next meeting. Jenkins stated he would only sign his time sheets since he can not hold him accountable. Campbell moved to table the resumes for Zoning Board of Commissions and Zoning Board of Appeals until the next Trustees Regular Business Meeting on September 21, 2009 because there will be no meeting on September 8, 2009 Hickey second Roll call all yes. Fiscal Officer will post the positions under Local Briefs Jenkins moved to reimburse James Wolfe $152.00 for a test and x-rays he needed for Paramedic class. Mileage reimbursements will be paid when the classes are completed. Hickey second Roll call all yes. Jenkins stated that all the issues from the Executive Session have been taken care of. Fiscal Officer gave Janice Steele her record request about the loan with Ohio Public Works for Twp. Rd. 462. Cost .20 Steele paid the Township. I talked with Mike from the Prosecutors Office about the Census Bureau form. He said the form can be marked no in the box that we do not want to participate and send it back. Jenkins signed the paper and he will send it back in the FedEx envelope. Informed the Trustees there were three sets of minutes that needed to be approved. Hickey moved to approve August 3, 2009 Minutes Campbell second Roll call all yes. Campbell moved to approve August 10, 2009 Minutes Hickey second Roll call all yes. Campbell moved to approve August 17, 2009 Minutes Jenkins second Roll call all yes. Jenkins stated the application for the volunteer help will be tabled until Gary is present. Fire and EMS Report Chief Shelton turned in the list from Akron General for Squad supplies cost $427.00 He turned in a check for $200.00 from the American Legion Post 88 in Ashland as a donation. He also turned in a letter from Captain Keith Rowe for the Trustees to authorize to be sent to former EMS Chief Benner to return Township property Laptop Computer, Projector, and the Marc’s Radio. Letter is attached to the minutes. Campbell moved to send the letter to Ms. Benner Hickey second Roll call all yes. Campbell will write the letter on a township letter head and send it to her by certified mail. Chief Shelton turned in an envelope that was delivered by Melissa Williams from Cindy Benner. It was a letter requesting a hearing in front of the Board of Trustees on the disciplinary action taken against her. Ms Benner’s letter was just a rebuttal. Jenkins stated there is no request for a hearing in the letter, so it will be put in her file as a write up to her rebuttal. There was no action at this time. The Trustees stated that Ms. Benner can request a hearing if that is what she wants, because it is a state law. Letter is attached to the minutes. Hickey requested from Chief Shelton a copy of the Fire Department Roster and Attends sheets. Chief Shelton stated he will have it for him at the next meeting. Zoning Report No Report at this time Trustee Report No Reports at this time Public Concerns Sam Miller asked the Zoning Inspector about the permit for Jonas Miller. Skinner stated it is being sent to the Prosecutors Officer for a Legal Opinion. Claudia Hickey asked for a moment of silence for Bonnie Fagin who pasted away. She was a member of the Ladies Auxiliary and a dear friend to many Sullivan Residents. Jenkins asked for a moment of silence for Bonnie. Trustees thanked Claudia.
