Sullivan Township Trustee Attendance: Duane Jenkins Chairman
Jenkins announced the Meeting is being taped for the benefit of the Township. Campbell moved to pay the monthly bills Public Concerns Mr. Klinger thanked the Fire Department for responding to his home. Residents wanted to know why the vacant seat on the Zoning Board of Appeals was not posted in the paper. Trustees stated it had been posted several times. Zoning Report Skinner turned in Zoning Minutes and her OTARMA Bond. She turned in two Zoning Permits one of the permits was voided. #287 she turned in the Ashland County Planning Minutes of the Public Hearing on Subdivisions. Also included was a copy of all permits issued for the year and a cover sheet for the Zoning Books that the Trustees and Fiscal Officer have and she stated they are the property of Sullivan Township. Skinner informed the Trustees that if a citizen calls and complains about someone property, they should have to fill out a complaint form. Jenkins stated she would need to get a legal opinion on this issue. Hickey stated they have a citizen complaint form on record already. Road Report No report at this time Fire Report Chief Shelton turned a check from Mr. Klinger for a $100.00 donation for the Fire Department Chief Shelton informed the Trustees that they have responded to 167 Runs this year. 52 were Fire Calls and 115 were EMS Runs. He stated that is 40 more additional calls then last year. Chief Shelton asked the Trustees if they could approve the five members for the Fire Indemnity Board before the Organizational Meeting because they are applying for an $8000.00 equipment grant from the Fire Marshall’s Office and the paperwork has to be in by January 15, 1010. Campbell stated the five board members would be two trustees Hickey and Campbell and two Fire Fighters, John Brown and Gary Hollingsworth. The fifth member will be a resident and that will be Rich Johnson. Campbell moved to appointed the five members to the Indemnity Board for 2010 Jenkins second Roll call all yes. Campbell stated the Indemnity meeting will follow the Trustee Meeting on January 6, 2010. Hickey asked that the meeting be post in the paper. Fiscal Officer will post it in the paper. Les asked about the Fire Department P.O. Box. He wanted to know if they could still keep it for their Magazines because they had a problem in the past not getting their mail. Trustees stated they had no problem with that but all invoices will go to the Township P.O. Box. Chief Shelton stated there will be a locked box in the copy room that the Fiscal Officer and Les would have the keys to in case any invoices come in. Fiscal Officer stated she and Les had already discussed the issue and there was no problem. Hickey advised Les when he goes through the mail at the post office if and sees a bill then he should mark the envelope P.O. Box 9 and give it back to the Postmaster and that should take care of the problem. Trustee Report Hickey turned in a resume he received in the mail from Chris Jordan that is interested in the road position if an opening comes available this year. Campbell asked if they had resolved the culvert pipe issue that was returned. Fiscal Officer informed the Trustees that she had talked with the sale representative and the only discount would be $100.00 off and the bill for restocking and fuel would be around $988.28 but he was not sure until he talks with those in charge at ADS. Hickey stated he does not think the Township should incur the cost. He believes that the cost should be divided among those that did the ordering. Gary stated it was an honest mistake. Hickey asked Gary if he talked to anyone before ordering the pipe he stated that he did, but it was outside of a meeting. Campbell moved by Resolution to amend the Fire Chief’s contract according the opinion received from the Prosecutors Office. The Chief can hire members not fire a member. The Trustees reserve the right to remove a member from the Fire or EMS Department. Jenkins second Roll call Campbell yes Jenkins yes Hickey no. Contract is attached to the minutes. The Trustees ask the Fiscal Officer to give copies of the opinion concerning the Contract to the Chief and the Zoning Inspector. Jenkins stated he would be meeting with Legal Council on Thursday December 31, 2009 to see if he will take the case on Hickey. Fiscal Officer will post the meeting for 7:00 p.m. and the End of Year Meeting will follow. Jenkins stated he was contacted by a fire member about a rumor stating that he was in favor of privatizing Fire and EMS through a previous company and the Township ended up in a lawsuit. Jenkins stated that he is not in favor of that, but he would be in favor of having a Fire & EMS District that would be run by a Board that would consist of Trustees. Jenkins stated he would support other Townships getting together and forming a board and having a Fire Distinct. Jenkins moved to adjourn at 7:30 p.m. Campbell second Roll call all yes
