Regular Business Meeting
January 6, 2010

Hickey stated they will dispense of the Pledge of Allegiance since they had done that with the Organizational Meeting,

Hickey called the meeting to order at 8:00 p.m.

Meeting is being taped for the benefit of the Township.

Campbell moved to pay the monthly bills Steele second Roll call all yes. Trustees signed checks #20435-20441.

Fiscal Officer Report

Turned in the Road Crews Time Sheets to Hickey to review and sign

The Census Bureau would like to use the Community Room for training classes they would like to get around twenty people for the class on April 26 thru 29, 2010. Fiscal Officer will contact them to attend a Trustee Meeting and explain the class.

Fiscal Officer asked the Trustees about the restocking fee of $1103.94 for the culvert pipe that was sent back to ADS.

Hickey stated after checking in to it the Township would have no choice but to pay it.

Hickey moved to pay for the restocking fee of $1103.94 Steele second Roll call all yes.

Fiscal Officer gave Steele her records request she needed as a Trustee to be brought up to date.

Fiscal Officer gave Schwab his record request that he asked for at the last meeting 151 pages at .10 Cost $15.10 Schwab turned in a check #2498 to the Township.

Fiscal Officer gave the Trustees and the Road Crew a copy of the Code of Ethics.

Fiscal Officer informed the Trustees that she had taken Jenkins off and put Steele on the account at the bank.

Zoning Report

Skinner turned in a letter to the Trustees stating that a resident decided not to build and was requesting a refund on his permit.

Hickey asked if this issue has ever had happened before Skinner and Steele stated yes that a refund had been returned to a resident in the past.

Steele moved that the resident could receive his refund back minus the $25.00 application fee that is none refundable and the paperwork is marked void.  Campbell second Roll call all yes.

Skinner stated he would not get his refund until the Zoning Application and Certificate was returned to her and she signs off on with her signature and mark it void.

Skinner turned in paper she received by e-mail on the House Bill 9 that mandates all elected official obtain three hours of certified public records training per term in office. Hickey stated he had attended the class and it is a very good class.

Hickey asked Skinner if she received a call from Ray Haggardly from Environ Service. Skinner stated no. Hickey told her he gave her number to the gentleman and he will be in touch with her.

Road Report

Shinsky asked the Trustees if he could order 100 tons of salt and grit mix at $22.00 per ton.

Steele moved that Shinsky can or 100 tons of salt and grit mix at $22.00 per ton. Campbell second Roll call all yes.

Hickey asked the Road Crew to let him know before they have the salt and mix delivered. They stated that they would.

Hickey stated there was a lot of snow coming in and suggested one stay home so there is one on days and one on nights if there is a need for anyone else they will activate the request list and call someone in. Hickey asked the Fiscal Officer for a copy of the request list and phone numbers. She stated she will make a copy for him.

Shinsky stated that the White Dump Truck was steaming when Gary was using it out on the road. There was a small pin hole in the tank and they repaired it but it would take 24 hours for it to set up. Hickey stated he would like to be notified when anything happens so he could look at the problem.

Hickey asked Shinsky for the phone numbers for Ed Gregory who is on the list for emergency snow plowing if he needs to contact him. Shinsky gave Hickey the numbers.

Hickey read a resume from Mr. Starkey that is interest in a road position if one comes available.

Hickey moved to put Starkey on the request list. Campbell second Roll call all yes. Hickey stated the people on the list should be rotated and they could be used in the summer when there is ditching being done.

Fiscal Officer asked when the doors on the Community Room will be installed. Gary stated they will be installing them in the spring.
Fiscal Officer asked about the Flag Pole in the Cemetery. The Trustees had a brief discussion about fixing it or replacing it. Hickey stated he would look at this issue and have a report at the next meeting. Hickey stated Memorial Day is coming and the pole needs to be repaired because there has not been a flag in the Cemetery in four months.

Fiscal Officer asked about the surveillance cameras. Hickey suggest the Board come up with an idea of where to place the cameras and they will make a discussion and send it to the vendors in the mail on January 20, 2010 and the board should have information back by January 27, 2010 and we should have them attend the meeting on February 1, 2010 to discuss the cameras and location.

Trustee Report

Campbell informed the Board that he talked with Todd that works with CSX and they will be meeting at the County Engineers office on January 13, 2010 at 10:00. The Trustees are in favor of relocating Twp. Rd. 150 south of the tracks which will be a new road, and replace the Bridge on Twp. Rd. 391. Campbell stated he would not be able to attend the meeting. Hickey and Steele stated they would attend to convey the Boards concerns and they are in favor of the new road and replace the bridge.

Steele asked Chief Shelton if they had a written disaster plan in the event that another spill happens again. Chief Shelton stated they do and it is in the office.

Steele asked about the Web- Site. Campbell stated the last thing they did was send a letter asking that all the Townships information be returned and to date we have not received anything. Steele requested a copy of the letter sent. Fiscal Officer will get her a copy.

Steele stated the Community Sign needs more attention because things are not posted or removed in a timely matter. Steele stated when there is nothing to be put on the sign then the Trustee Meetings 1st and 3rd and the Zoning Meetings 2nd and 4th should be posted on the sign. Steele asked who is in charge of the sign. Steve stated the Road Personal. Hickey stated it could be part of their job.

Shinsky stated they need more letters for the sign. Steele asked if they could get more from where they bought the sign. Schwab stated he would help them with getting the letters.

Steele informed the Board she had talked to OTARMA about a policy that is coming up April 1, 2010 and some of her concerns were that the building evaluations because the last one that was done was in 2003 and she also spoke with them about the Building replacement cost.

Hickey asked if he could get a copy of an up to date Township letterhead and a copy of the Community Room agreement with the correct Fiscal Officers name on it. Fiscal Officer will get him copies.

Steele wanted to thank the Fiscal Officer for all the copies she made for her that she would need as a Trustee. Fiscal Officer thanked Steele for being so kind in her remarks.

Hickey announced that the Fire Indemnity Board would be meeting following the Trustee Meeting.

Public Concerns

Carl Starkey wants to rent the Community Room on February 6, 2010. Fiscal Officer will post it on the Calendar she also asked him to call a couple days in advance to set up the time and rental agreement.

Carol Stasick informed the Board the Zoning Appeals Organizational Meeting will be held on January 7, 2010 at 7:00 p.m. and the Zoning Board of Commission Organizational Meeting will be held on January 11, 2010 at 7:00p.m. And the Regular Meeting will follow. Hickey asked if it at been posted in the paper she stated it had. Hickey asked Shinsky if they would have the meeting dates posted on the sign Shinsky stated it would be.

Skinner announced the Zoning Board of Appeals will be holding a Public Hearing on January 22, 2010 at 7:00 p.m. for Joel Hawley.

Gary asked the Trustee how they are working if there is no snow since one road person was on days and one on nights during all the snow we had. Hickey stated you would come into work as normal since there is plenty of work that needs to be done.

Fiscal Officer asked the Trustee if the comp time needs to be approved before the road personal accumulate any. Hickey stated it should be and there should not be a lot accumulated if there is any he would like to see them take it off on a Friday Hickey asked the Fiscal Officer if there was a way to track the comp time she stated yes.

Steele moved to adjourn at 9:25 p.m. Hickey second Roll call all yes.
