Sullivan Township Trustee Attendance Mark Hickey Chairman
Hickey announced the meeting is being taped for the benefit of the Township. Campbell was not present because he was working. Hickey moved to table January 19, 2010 minutes until Campbell can be present Steele second Roll call all yes. Steele moved to approve January 25, 2010 Work Session Minutes Hickey second Roll call all yes. Hickey moved to approve February 19, 2010 with the correction of a misspelled word Steele second Roll call all yes. Hickey moved to pay the monthly bills Steele second Roll call all yes. Trustees signed checks #20502 thru #20531 Fiscal Officer Report Fiscal Officer opened a letter that Steele turned in that came to her home. Fiscal Officer read the letter it was an invoice from Kendoc Enterprise for the web-site maintenance from last year for the months of July thru December 2009. Invoice amount $750.00. Hickey asked where they was with the web-site Steele stated that it is up to date. Hickey stated he had seen that and they had made a motion in a previous meeting to reinstate the web-site. Fiscal Officer asked if a motion needed to be made to pay the invoice Hickey stated no it is a standard bill. Fiscal Officer advised the Trustees that a Certified Letter that was sent to Jenkins came back unclaimed. Fiscal Officer informed the Trustees she had the envelopes ready for the letters to be sent to all the Zoning Board of Commissions members and the Zoning Board of Appeals members about their required continuing education and the letters will be sent by certified mail. Trustees signed the letters to be sent out to the Board Members. Fiscal Officer asked about ordering a set of Township Source Books because there have been some changes and they do not print amendments to the books. Fiscal Officer advised the Trustees that the books are only printed every three years. The set would consist of 3 Trustee Books, 1 Fiscal Officer Book, 1 Personal Management Book and 1 Zoning Book. Cost $105.00 Steele moved to purchase the Township Source Books cost $105.00 Hickey second Roll call all yes. Trustee Report Steele spoke briefly about an additional security light to be installed on a pole at the intersection of C.R. 281 and US Highway 224. She stated that this location is a dangerous intersection at night. The cost to purchase the pole is $100.00. This is a once only fee and the security light would cost $7.00 per month Hickey moved to have the pole and light installed for the cost of $100.00 and the cost of the security light at $7.00 per month. Steele second Roll call all yes. Steele will contact L.M.R.E. to schedule a time. The quote is attached to the minutes. Steele turned in a list of places and dates about House Bill 9 that requires all elected officials to attend a three hour Certified Public Records Training Class. The list attached to the minutes. Hickey presented to the Board a proposed drawing of where the security cameras should be installed. The Trustees will review the drawing and if there are any suggestions they can be discussed at the next meeting and the trustees can get the paper work sent to the people that put in bids for the surveillance cameras. Hickey stated when he was at the County Building he ran in to Mr. Donatini from the Prosecutors Office and asked him how the opinion was going on the Road Position. Hickey stated that Mr. Donatini said he had not received it or if he had it might have been lost in the process of moving to another location. Hickey stated he would like to resubmit the opinion to the Prosecutors Office about the Road Position. He also wants an opinion to answer the question about a non-resident being a member on the Zoning Board of Appeals or the Zoning Board of Commissions. Hickey moved by Resolution #022210-01 to resubmit the opinion to the Prosecutors Office for the Road Position and the non-resident question about the Zoning Board of Appeals and the Zoning Board of Commissions. Steele second Roll call Steele yes Hickey yes. Hickey stated on the opinion they would need it ASAP. Hickey stated he will put a note on the opinion that the trustees will make appointment with the prosecutors in Ashland. Hickey had the Fiscal Officer sign the opinion letter. Hickey stated if there is only one appointment available they would have to call for an Executive Session open the meeting then go into Executive Session and go to Ashland to meet with Mr. Donatini come back to the Community and open the meeting and give a brief description of the meeting if they are allowed and then adjourn.
