Sullivan Township Trustee
Hickey announced the meeting is being taped for the benefit of the Township. Campbell was not present because he was working. Hickey asked the Fiscal Officer if there were any bills out of the ordinary she stated yes an invoice for the copier from Irwin’s cost $450.00 for a Copier-Printer-Scanner DCP-8080DN Network. Hickey moved to pay the invoice for Irwin’s cost $450.00 Steele second Roll call all yes. Hickey moved to pay the monthly bills Steele second Roll call all yes Trustees signed checks #20582 thru #20261 and Purchase Orders #61 thru #71. Hickey moved to accept the minutes from March 1, 2010 Steele second Roll call all yes. Fiscal Officers Report Fiscal Officer gave Hickey a letter addressed to him from the Zoning Board of Commission. Hickey opened the letter and read it. It was a Resolution Letter 001-2010 concerning the Hawley/Clifford Hearing on March 19, 2010. Fiscal Officer will make a copy for Steele. Letter is attached to the minutes. Skinner explained to the Trustees that she had received the same letter and she had talked to Mike from the Prosecutor’s Office. The Trustees and Skinner had a brief discussion about the letter. Hickey moved to enter into Executive Session at 7:25 p.m. for the purpose of Ohio Billing, and a Legal Opinion from the Prosecutor’s Office and a Letter from an Attorney on a pending case. Hickey moved to release a copy of the opinion to Skinner and asked her to keep it confidential Skinner stated she would Steele second Roll call all yes. Fiscal Officer informed the Trustees about a meeting at ODOT District 3 Office on April 8, 2010 at 9:00 a.m. for the 2010 Construction Season Kickoff & Government Day Open House. Hickey stated he would be attending and he will RSVP them. Hickey stated maybe he could see about getting some grindings. Fiscal Officer informed the Trustees they had received the Certificate of the County Auditor that the total Appropriations from each fund does not exceed the Official Estimate of Resources. Trustees received a copy of the web-site from OTARMA that they can go to for information. Steele stated she already knew about the site because that is where she gets some polices forms from and also from Miami University for legal opinions where the Township Source Books come from. Steele stated the Zoning Inspector should have a copy of the site and Steele gave Skinner her copy of the site information. Fiscal Officer informed the Trustees and the Road Crew that Brother MFC-7420 copier that the Fiscal Officer had is in the copy room for them to take to the Garage for their use. Fiscal Officer gave the Trustees the Ohio Township Trustee Sourcebooks and she informed them that they are numbered and they are the property of Sullivan Township and are to be returned at the end of their term. Trustees received the books as follows.
Hickey and Steele wanted the minutes to reflect they were in receipt of their Ohio Township Trustee Sourcebook. Fiscal Officer gave the Trustees their monthly reports. The Trustees signed that they are in receipt of them. Fiscal Officer gave Carol Stasick from the Zoning Board a Condominium Law Book from West that the Township ordered and a copy of the Zoning Sourcebook to make copies for all the board members. She also gave Carol a copy of the Transcript from the Hawley/Clifford Hearing held on March 22, 2010. Fiscal Officer gave Gary Hollingsworth from the Zoning Board of Appeals a copy of the same Transcript. She also gave him a copy of the Zoning Sourcebook for the Secretary to make copies for all of his board members. A tape recorder with 4-90 minute tapes to record their meetings was also giving to Hollingsworth. Steele asked the Fiscal Officer if she knew when the Township would be receiving the first half taxes. She stated about the second week of April, 2010 and the second half should be in the second week of August, 2010. Fiscal Officer reminded the Trustees that the Cemetery needs to be cleaned before Memorial Day. Fiscal Officer asked if anyone knew when the doors to the Community Room would be installed. She also stated that Election Day is May 4, 2010. Hickey asked Gary if he had talked to Chris Jordan about this issue, and he stated he had, but he did not know when the doors would be installed. Fiscal Officer read a letter that was sent to the Township from the Zoning Board of Appeals regarding continuing education classes. Hickey stated that he knows they are a separate entity, but it the reasonability of the trustees to require the education. Steele stated they need to send it to the Prosecutors Office requesting a legal opinion. Steele will write the legal request for the opinion and the Fiscal Officer will fax all the information to the Prosecutors Office. Fiscal Officer explained to the Trustees that the cell phone plan would be a government plan. The trustees stated we do not need the blue tooth, because they should not be on the phone while driving. Steele moved that the Township go with two cell phones and use the Verzion Plan that was purposed with the Casio phones and Gary will give the phone he has to the Fiscal Officer to be put on the shelf. Hickey second Roll call all yes. Fiscal Officer will contact Verzion. Fiscal Officer informed the Trustees that they have copies of the Township polices to look over. Steele stated they would need a separate meeting to review them before they are adopted. Hickey moved to set a meeting for April 13, 2010 at 7:00 p.m. for the purpose of conducting Township Business and review all polices for adoption. Steele second Roll call all yes Fiscal Officer will post the meeting notice in the paper. Fiscal Officer asked the Trustees about the Surveillance Cameras since no one was present the Trustees tabled the cameras until the next Business Meeting on April 19, 2010. Zoning Report Skinner turned in a letter to the Trustees regarding the house that was removed on Co. Rd. 281 and that everything was done properly. Skinner stated the file on this issue is closed. Hickey asked Skinner if she received any complaints in writing. She stated the only one who called was Mr. Johnson. Steele stated if any complaints on health or on EPA issues are turned into the Zoning Inspector, she should refer them to the right department, because these issues are not zoning issue. Road Report Gary informed the Trustees that they need parts for the Red Pickup Truck because the tie rods are loose. Hickey stated they will need to take the truck out of service for now. Hickey told Gary that he will look at the truck to see what’s going on. Gary asked about getting grass seed, fertilizer, and straw to repair the graves in the Cemetery before Memorial Day. Steele stated it was brought to the Road Departments attention in September of last year about the headstones in the Cemetery that have been hit and moved off their base. Steele stated they have a video of the Cemetery that shows all the damages. Steele stated she is giving them until May 1, 2010 to have all headstones put back on their base where they belong. Steele stated they would need to be careful not to damage any of them when placing them back on their base. Steele stated she will address this issue with Steve when he returns to work on Wednesday. Gary stated there is a lot of footers that need repaired and Hoffman from Ashland Monument is willing to look at them and give us an estimate for the repairs or replacements. Trustees stated they will have clean up day in the Cemetery on April 24, 9:00 a.m. and they request that all flowers be removed by that date and they are asking for volunteers for the cleanup. Fiscal Officer will post it in the paper. Gary will post the clean up on the sign. Hickey stated the new Flag Poles are in and Farnsworth Fencing will pour the footers for $1000.00 for the new poles and he will help take the old ones down and help stand the new ones up after May 1, 2010. Hickey asked Carol Stasick about the donations from the Ladies Auxiliary for the Flag Poles after they are installed. Carol stated yes they are still donating the money and she will talk to Sue Dembow. Hickey moved to have Farnsworth Fencing install the footers for the Flag Poles for $1000.00 Steele second Roll call all yes. Gary stated he is using the grading to fill in the holes on Twp. Rd. 150 and he would like to cut the road out and install French drains to get the water off the road. Hickey stated they need to get rid of the water in the ditches on the north side of the road. Steele asked where they are on Twp. Rd. 150. Hickey stated they are west of Twp. Rd. 581 by Neff’s house. Hickey suggested they get Archer’s to tail gate 25 to 50 tons of 304’s to repair the holes. Steele stated they need to get down by Neff’s house because of the water standing and because standing water causes misqetoes. Gary stated they are down there now working by the culvert. Gary stated someone needs to contact Neff to change his culvert. Hickey stated Neff is aware of it. Steele asked Gary if the pipe is failing Gary stated it is failing and is out of the ground. Hickey told Gary he would meet him on Twp. Rd. 150 at 7:30 a.m. Tuesday. Hickey stated there is a lot of ditches’ that needs clean on Twp. Rd. 391 and for all the money that was spent on the road there is a lot of water that stands out there. Steele stated she received an e-mail from Mike Canfield on Twp. Rd. 391 about the end of his field that the access was taken out and he would like to know if the access would be put back in because that was the way they get into the field. Gary stated there was none there they drove over a hump that was there and there was no culvert there. Hickey stated he received a call from Mr. Mathis on Twp. Rd. 150 the Road Crew should contact people before removing culverts. Hickey stated they will table the culvert issues until April 13, 2010 because there are some issues that need to be addressed with the Culvert Repair and Culvert Replacement Policy Form. Steele stated there was an issue with how much the Road Crew was using shop towels and the cost. She stated if they order the rolls by the case instead of by the box from Farm and Home Hardware it would be cheaper. Fire Report Rowe stated the Fire Department cleaned the Community Room. EMS Report Rowe turned in a receipt for reimbursement for $70.00 for the National Registry Test. Rowe turned in 3 pages of personnel files that need to go into the Records Room. Rowe turned Run Sheets for 3/15 run numbers Rowe informed the Trustees when they were at Lodi Hospital Chris who is the EMS Coordinator found some Personal Files that belong to Sullivan Township he does not know why they were. Rowe turned them into the Fiscal Officer to be placed in the Records Room. Rowe announced they received two survey letters back that they had sent out to residents. Rowe stated they came back with good ratings and comments. Rowe asked if anyone knew the phone number of (419) 606-8456 because they keep calling the squad cell phone and when someone answers they hang up and he does not know the reason they keep calling but it must stop. Rowe presented the service agreement with Physio Control for the Life Pack Monitors cost $1984.12 per year this agreement is all parts and labor if anything was to happen to them. Hickey stated he thought that was taken care of because someone had brought it to a meeting before. Rowe stated he did not know but it is a small price to pay if something goes wrong with the monitors. Fiscal Officer will have the check at the next meeting. Trustee Report Steele asked Carol Stasick from the Zoning Board of Commission about the minutes because none has been sent to be posted on the web-site. Stasick stated none of them had been approved yet. Steele wanted to commend Fire Department Steve, Keith, Evan, and Emily for hosting the Cub Scouts. These Tiger Cubs Scouts are from Homerville #6549. Steele stated her grandson is a member of the scouts also, and there is an article on the web-site. Steele stated she received all kind of compliments from the parents and the children that had learned a lot and the parents were thankful they came to the Fire Department and they will probably come back next year. Steele addressed the Zoning Job Description and the only change that was holding it up was the percent of meetings and the number of meetings to attend. The number of meeting was taken out because the meetings vary so the percentage for attending the meetings will be 80%. Hickey moved by resolution # 040510-01 to adopt the Zoning Inspector Job Description Steele second Roll call Steele yes Hickey yes. Trustees signed the form. Steele explained the Written and Verbal Warning policy if it is not on paper it did not happen and the employer is required by law to have this form. Steele explained the form came from OTARMA. Hickey moved by resolution #040510-02 to adopt the Written and Verbal Warning policy as presented Steele second Roll call Steele yes Hickey yes. Steele informed everyone that the light at US Highway 224 and Co. Rd. 681 is ready to be installed it had met all the requirements the cost $7.00 per month and there is a pole there for the light to be mounted on. Hickey moved to have the light installed Steele second Roll call all yes. Steele explained the two quotes they received for Cleanup Day Rumkin Trash Removal cost $3375.00 and Browns Trash Removal cost $7000.00. Hickey moved to go with Rumkin Trash Removal for the cost $3375.00 Steele second Roll call all yes. Hickey moved to send the flyer out with the Cleanup Day information on one side and the other side would have the Cemetery Clean up and asking for volunteers to help. Steele second Roll call all yes. Steele and the Trustees discussed the roof repairs at KNO-NO-CO Head Start School. Steele stated they would need to hold a meeting to move forward with the grants for the repairs. The grants Steele is applying for are CDBG Grant for $50,000.00 and L.M.R.E. People Fund for $10,000 A Special Meeting will be held on April 12. 2010 at 6:30p.m when Campbell can be present because Hickey cannot participate in the meeting because of his relationship with the school. Fiscal Officer will post the meeting along with the April 13, 2010 meeting in the paper under Legal Notices. Trustees discussed the changes that need to be done on the OTARMA Insurance Policy. Fiscal Officer informed the Trustees that all the paperwork has to be sent in as soon as possible. Trustees asked the Fiscal Officer to send it in and it can be amended at a later date. Fiscal Officer will sign the paperwork and send it in with the check. Hickey stated he had a request for a legal opinion he read in reference to allegations of a hostile work environment by Mr. Shinsky. Legal Opinion is attached to the minutes.
