Regular Business Meeting

Hickey called the meeting to order at 7:30p.m. Followed by the Pledge of Allegiance

Hickey announced the meeting is being taped for the benefit of the Township.

Campbell was not present because he was working.

Steele moved to approve April 19, 2010 Minutes Hickey second Roll call all yes.

Steele moved to pay the monthly bills Hickey second Roll call all yes. Trustees signed checks #20653 thru #20668 and Purchase Orders #80 thru #81.

Fiscal Officer Report

Fiscal Officer gave the Discipline Policy to Steele that she requested. They will be given to the Fire Department, the Zoning Inspector, and the Road Employees. Steele informed Chief Shelton that he is the supervisor for the Fire Department and he can witness the member’s signature and give the signed copies to the Fiscal Officer to be placed in their personnel file. Steele stated that the Discipline Policy is required by OTARMA and the Ohio Department of Unemployment.

Fiscal Officer gave Mark Schwab his records request for the mileage that Keith Rowe turned in for Paramedic Class cost 50 cents. Schwab paid the 50 cents in cash.

Fiscal Officer gave the Trustees copies of a list of things that the Road Department needs. The list was given to her from Shin sky because he could not be present at the meeting. Trustees looked over the list as follows

  • Spic /Spain for the Community Room. Fiscal Officer picked that up.
  • Shop Towels Steele will order a case from Farm and Home Hardware
  • Car Wash for the Fire Department Steele will pick it up from Farm and Home Hardware
  • Hand Cleaner Steele will pick it up from Farm and Home Hardware
  • 2nd set of Mower Blades Steele stated Noah can get them at Glenn’s Surplus Hickey moved for Noah to purchase them from Glenn’s Surplus Steele second Roll call all yes. Fiscal Officer will get a Tax Exempt Form for him to take with him.
  • New Pressure Washer wand cost $50.00 Steele stated it was working Friday and she would like to know what is wrong with the old one. This was tabled.
  • Shop Vac to clean out Equipment cost $70.00 to $100.00 Hickey stated all the equipment can be cleaned out with a hose. This was tabled.
  • Repairs on the Red Pickup Truck U Joints in the front Axle Smetz’s cost $475.00 and Jack’s Alignment verbal without looking at the truck cost $400.00 Steele will take it to Jack’s when she goes to Farm and Home Hardware for the supplies.
  • Mike Canfield wants to know if he can purchase stone and a culvert pipe from the township for his access to his field. Shinsky wanted to know if this is allowed. Hickey stated according to the policy the Township will buy the culvert but he would have to purchase the stone. Hickey stated it would take approximately 15 tons of 304 stone. Steele will contact Canfield about this issue and advise him he can call Bartley and Bolin for the stone.

Fiscal asked the Trustees twice if the Township was paying for the culvert pipe. The Trustees stated yes and Canfield would purchase the stone and the Road Crew would install the culvert pipe.

Trustee Report

Steele stated she had talked to John Hoffman from Ashland Monument about the Head Stones that was damage when tree that fell in South View Cemetery during a storm. Hoffman stated he would charge $100.00 to reset the stones and reseed the graves. Steele stated the cost to repair the other Head Stones was $2900.00 and the Trustees had approved to spend up to $3000.00 for the repairs. Steele stated so with the $100.00 to repair the other Head Stones they would be at the amount approved.

Steele stated she has had two responses to the ad in the newspaper for the repairs to the school roof at KNO-NO-CO. She stated that one contractor has looked at the roof already and the other one will contact her to make an appointment.

Steele stated she has sent a statement of values to OTARMA concerning the Fire Department truck numbers and the computer in the station. She also sent the value of the Fiscal Officers computer and the Zoning Inspectors computer. Steele stated she should hear back from OTARMA within a week.

Hickey informed everyone that he attended a meeting in Ashland with the Ashland County Planners and CSX and they will start advertising the bids for the project on Twp. Rd. 150 in the fall and winter and the project will begin in the fall of 2011.

Hickey stated that the trustees need to make a Resolution in support of the project to be placed in the grant package.

Hickey stated when the bridge is removed it will be a straight road from Twp. Rd. 391 to Co. Rd. 281. There will be a proposal to vacate the section of old Twp. Rd. 150 by the Cemetery on Twp. Rd. 150 and it will dead end at the hill past the Cemetery but it will not be closed it will be a driveway to the other houses.

Hickey moved by Resolution # 050310-01 that the Board of Trustees supports the project of the National Gateway for CSX and would like to see the project move forward. Steele second Roll call Steele yes Hickey yes.

Hickey will write a letter with the Resolution to be signed at the next meeting to be sent to Marty McCall.

Hickey reported that he attended Government Day in Ashland and there were no projects close to us. The only project near us is on US 42 south of Ashland by Rt. 13 between US Highway 224 and Fitchfield. Hickey turned in two copies of the paperwork one copy for public record and one for the Road Employees.

Hickey stated he was going over the Diesel and Gas Log Sheets that need to be updated. He also stated the only change to the forms will be to add a column to the Gas Log Sheet for mileage and add the columns to the Diesel Log Sheet for mileage and hours.

Hickey moved by Resolution #050310-02 to revise the Gas Log Sheet with the column added for mileage Steele second Roll call Steele yes Hickey yes.

Hickey moved by Resolution #050310-03 to revise the Diesel Log Sheet with the columns added for mileage and hours Steele second Roll call Steele yes Hickey yes.

Hickey gave the forms to the Fiscal Officer to make copies. Hickey stated he will go to the garage and pull the old Log Sheets so the Road Department can start using the new ones.

Steele asked Hickey about the forms for road project and road work so they can be put into the computer Hickey turned in the Project work Sheet that was the only one he had. Hickey stated he will look for the others copies because they are the ones that Jenkins was working on last year.

Hickey stated he thought Cleanup Day went very well and there were lots of volunteers that showed up to help. Hickey wanted to thank everyone that was there to help and he wanted them to know that he appreciated the help.

Steele moved to adjourn at 7:46 p.m. Hickey second Roll call all yes.
