Minutes from our Jan.14, 2008 meeting.
Bud Jantz called our meeting to order on Jan 14, 2008 at 7:02 pm with the Pledge of Allegiance.
Peg Skinner read the minutes from our Dec 10, 2007 meeting, Jean Reams made a motion to accept the minutes as read with one minor correction to the guest that present with Aaron Miller which was Sam Miller, Rich Johnson 2nd the motion. (All in favor) Bud Jantz-yes Peg Skinner-yes Rich Johnson-yes and Jean Reams-yes.
Peg Skinner read the minutes from our Jan 8, 2008 organizational meeting, Jean Reams made a motion to accept the minutes as read with a 2nd from Rich Johnson. (All in favor) Bud Jantz-yes Peg Skinner-yes Rich Johnson-yes and Jean Reams-yes.
Janice Steele was present to go over her report and to put a request in for our minutes and our ad to the paper so they can be placed on the web site along with both Appeals board and Commission Board Rosters.
Went in our work session and discussion on the map. Doug Campbell was present with what he believed to be the original map and presented it to the Commission Board so that Jean Reams could look at the map and agree that this was her original signature on the map and if it was the one she worked on, Jean Reams did justify that this is indeed the original map.
Doug Campbell has stated from a legal opinion that the map needs to go thru a public hearing with the residents that had attended the Aug.26,2002 public hearing that they were present and yes it was adopted by the Trustees. Doug Campbell also stated that this map would hold up in court with all the documents that we have collected.
Doug Campbell also stated that this issue will be brought before the Trustees and they will get a public hearing together and will also bring in a court stenographer to record the Public Hearing thru the courts then they will be a legal binding documentation on this Public Hearing.
Any Amendments that the Commission Board makes need to go directly to the County Planning Commissions.
John Storch arrived a little late but was present for the meeting.
Took a break at 7:46pm and back in session at 7:56 pm.
Doug Campbell stated that we need to go ahead with our amendments and get them to the County Planning.
The amendment that is being made is to the Manufactured Dwelling Taking page 20 (d) and placing it on page 18 (a)and it would read as follows.
1.a) Prohibit from any district or zone, travel trailers, park trailers, and mobile homes, as these terms are defined in section 4501.01 of the Revised Code, and manufactured homes that do not qualify as permanently sited manufactured homes, nor can they be used as an addition to any home or any other structure.
Ray Ladbettner was present to ask about having horses, how many acres you would need, he has purchased 8 acres on 224 which 500 feet of the front is commercial giving him 1 acre for home, garage and barn leaving him enough acreage for the 3 horses he would have.
We are to look over the changes that we have made at our next meeting.
Jean Reams made a motion to record all our minutes in the future as we have in the present and to ask our visitors to speak their names clearly and loudly enough for our recorder. Carol Stastic was present from the Zoning Board of Appeals to help her get some knowledge from Commission Board on how our meeting go, and to receive some paper work from Peg Skinner such as Appeals Roster, Cover Letter, Fax cover sheet and an Attendance sheet and a Public hearing sheet for all residents to sign into their Public Hearing. Peg Skinner has placed all of these documents onto floppy a’s for her to work from.
Mark Hickey was present to discuss the problem of the flood plain areas.
I Peg Skinner Secretary of the Zoning Board of Commission would like to state for the record that Doug Campbell Trustee and I placed what we believe to the original map back into the file cabinet of the records room where it was kept.
